- Limited Sources - Modification to Extend the Term of the Order (BAE DJJ12-F-2299) (Final) The Department intends to modify Task Order DJJ12-F-2299 for Network Operations Center/TechOne services to extend the term of the order for a period of up to twelve (12) months. The modification will extend the task order expiration date from April 1, 2017 through September 30, 2017 and include two (2) additional three-month option periods to ensure continuity of mission critical services until the follow-on contract is awarded. Task Order DJJ12-F-2299 was awarded to BAE Systems Information Solutions, Inc. (BAE) on February 15, 2012 using competitive procedures under the General Services Administration Federal Supply Schedule (FSS) program through the Federal Bureau of Investigation (FBI) "IT Triple S" Blanket Purchase Agreements. The order was originally valued at $25.5 million and was scheduled to expire on September 30, 2016. At that time, it was extended for six months to March 31, 2017 to provide additional time to determine the acquisition approach for the follow-on. The Department determined that this requirement should be moved under the DOJ Information Technology Support Services (ITSS) contracting program. The ITSS program has been in existence for over 25 years, and is currently in its fourth iteration of contracts - ITSS-4. Moving this requirement under ITSS is consistent with the goals of the Federal Information Technology Acquisition Reform Act, which requires, among other things, that an agency's Chief Information Officer streamline and oversee all IT acquisitions, and the Small Business Act, which requires federal agencies to provide maximum practicable opportunity to small businesses in contracting. The need for this extension to the task order with BAE is due to the timing of its expiration and that of the ITSS-4 contracts. The current ITSS-4 family of contracts expires on September 30, 2017 and the competition for the follow-on ITSS-5 contracts is not expected to conclude until September 2017. Given the 5-year period of performance for the follow-on to the BAE task order, prudence dictates that the fair opportunity competition be conducted under the new ITSS-5 contracts in lieu of the soon to expire ITSS-4.
