- Document Type: Pre-solicitation Notice Project Number: ERWM 17-9015 Classification Code Y-Construction of Structures and facilities Set Aside: Small Business NAICS Code: 236220- Commercial and Institutional Building Construction The USPFO for Oregon intends to issue an Invitation for Bid to award a single firm fixed-price contract for services, non-personal, to provide all labor, transportation, materials, tools, equipment, and supervision necessary for the Construction of a Vehicle Storage Building located at Camp Rilea in Warrenton, Oregon. The work includes demolition of a portion of an existing parking lot, demolition of an existing wash rack, and construction of a new Air Control Squadron (ACS) vehicle equipment storage facility and incidental related work. The facility will be a 12,000 SQFT pre-engineered metal building. The solicitation will include 5 additive bid items that will be evaluated at bid opening. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $36,500,000.00. The magnitude is between $1,000,000 and $5,000,000. Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for issuing the solicitation is on-or about 22 May 2017. The tentative date for the pre-bid conference is on-or about 30 May 2017, 9:00AM local time, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by 26 May 2017 via email to nicollette.a.kennemer.mil@mail.mil and denise.a.phillips14.mil@mail.mil. The bid opening date is scheduled for on-or about 22 June 2017. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in SAM. The solicitation and associated information and the plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website online at https://www.fbo.gov/.
