- The intent of this pre-solicitation synopsis is to inform potential offerors of this requirement. The Request for Proposal (RFP) will be issued by Southern California Acquisition Service Area, Arcadia, CA 91006 on or about 21 April 2017. The solicitation number will be AG-9AB5-S-17-0045. This solicitation, including all specifications, will only be available in downloadable electronic format. The solicitation and ALL DOCUMENTS will be uploaded in FBO. This requirement will be 100% set aside for small business entity. All prospective Offerors must be registered in the System for Award Management (SAM) database (www.sam.gov) and the Online Representations and Certifications Application (ORCA). Contractors will be searched against the https://www.sam.gov to ensure they are eligible for Federal contract awards. Please forward technical inquiries to Vincent Chua at vchua@fs.fed.us Project Description: 2017 Forest Wide Roof Repair and Replacement, Angeles National Forest This acquisition will result in a Firm Fixed Price (FFP) contract for construction services. The contract award will be based on best value using FAR Part 15. The proposed project includes but not limited to the following: The purpose and intent of this solicitation is for removing existing roofing systems, disposing and recycling of the removed material, installing new roofing system or making repairs to damaged sections at various locations on the Angeles National Forest (ANF), following 2016-2017 Winter storms (See Statement of Work for the various locations). Upon award of the Contract, the Contractor shall provide labor, materials, equipment, supervision, and incidentals necessary to perform the work specified in this Statement of Work. The Contractor shall assume all risk, loss, damage, or expense arising out of prosecution of the work, except as otherwise provided in the contract. The Contractor shall verify all quantities, dimensions and description of the work visually in the field and inform the ANF of any deviations in the contract documents. The estimated construction cost is between $25,000.00 and $100,000.00 The anticipated award of this contract is May 2017. The completion time for this contract is 75 calendar days after issuance of the Notice to Proceed (NTP). The specifications for this project will be posted with the solicitation and are not available at this time. The North American Industry Classification System (NAICS) Code for this project is 238160, Roofing Contractors, and the annual size standard is $15M. RESPONSES ARE DUE on Monday May 22, 2017 by 4:30 PM Local Time.
