This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to provide an equivalent supply as described below. Interested parties must provide rationale as to why they should be considered. All interested firms must respond to this special notice by 4 May 2017, 2:00 pm, Mountain Time to Aron Krischel at aron.krischel@nist.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. NIST will not reimburse for any costs connected with providing the capability information. Description: The National Institute of Standards and Technology (NIST), intends to award on a sole-source basis under the authority of FAR 13.106-1 (b) with National Instruments Microwave Components, for two (2) lightweight, compact, frequency–agile, continuous–wave analog signal generators with low phase noise. The minimum frequency range for unit 1 is 28 – 40 GHz. The minimum frequency range for unit 2 is 50 to 65 GHz. The units must operate from battery power and be controllable by SPI or USB interface. The units require heatsinks, to be provided by the manufacturer. Sole Source determination is based on the market research that shows only one vendor manufactures and sells this product. The NAICS code 334516 – Analytical Laboratory Instrument Manufacturing, with a size standard of 1000 personnel will be used. Specifications NB672040-17-02569 Lightweight Millimeter-Wave Signal Generators I. BACKGROUND The National Institute of Standards and Technology (NIST) is developing metrology for future millimeter-wave mobile wireless communication systems. Pursuant to this research program, NIST is developing channel sounding instruments that characterize the radio propagation environment at millimeter-wave frequencies. NIST will be incorporating a tunable phased-array antenna into existing NIST channel sounders in the 60 GHz unlicensed communication band. In Phase I of this program, the antenna array requires a signal generator operating in the 60 GHz band. In Phase II of this program, the antenna array requires a signal generator operating near 30 GHz whose signal will be doubled to the 60 GHz band. These signal generators will be used to create local-oscillator signals for frequency upconverters used in phased-array antenna systems for the NIST channel sounder system. For accurate demodulation of the millimeter-wave-band measured signals, a local oscillator with extremely low phase noise is required. As well, the channel sounders utilize a battery operated mobile positioning system. Thus, all electronic components on the positioning system must be as small and lightweight as possible to maximize battery life. II. OBJECTIVES The contractor shall provide two (2) lightweight, compact, frequency–agile, continuous–wave analog signal generators with low phase noise. The minimum frequency range for Item No. 1 (see below charts) is 27 – 40 GHz. The minimum frequency range for Item No. 2 is 50 to 67 GHz. The units must operate from battery power and be controllable by SPI or USB interface. The units require heatsinks and operational software that allows for quick operation of the units. III.
