- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Mettler - Toledo, located at 1900 Polaris Parkway, Columbus OH 43240 to purchase an Ultrafast Differential Scanning Calorimeter. The sole source justification is based on the following: The Material Measurement Laboratory's Polymers and Complex Fluids Group develops measurement methods, models, data, standards, and science for soft materials, such as multi-phase fluids, gels, and composites, and their constituent components, such as polymeric molecules, nanoparticles, colloids, and fibers. To continue mission requirements, the group needs to procure an Ultrafast Differential Scanning Calorimeter that can collect data while linearly scanning temperature at a heating rates of up to 40,000 degrees Kelvin per second and cooling rates of up to 4,000 degrees Kelvin per second. The primary capabilities of the Calorimeter consist of the following: 1. Temperature range: Room temperature +5 K to 500 degrees Celsius with air cooling or -95 degrees Celsius to 420 degrees Celsius (with optional cooling accessories), with a temperature resolution of 0.01 degrees Celsius. 2. Linearly controlled rates: Heating: 0.5 K/s to 40,000K/s; Cooling: 0.1K/s to 4,000K/s 3. Sample size: 10 nanogram to 1 microgram Market research has shown that Mettler-Toledo is the sole company reasonably available who can provide equipment meeting these specifications. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516 with a size standard of 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 11:00 am EST 04/30/2017, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
