Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Office of Oceanic and Atmospheric Research, on a sole source basis with Scientific Aviation, Boulder, CO, in accordance with the authority of 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Using FAR Part 12 Acquisition of Commercial Items procedures, the Government intends to negotiate a purchase order for research flights for Alberta, Canada Airborne Methane Emission Measurements. The aircraft, flight hours, instruments, field staff, data processing software, data processing and data analysis will be provided by Scientific Aviation. Post flight, within 24 hours, data will be processed to produce gas field emission rates for the prior day's flight. The work is to conduct methane emission measurements in Alberta, Canada with research flights utilizing fully instrumented light aircraft designed and instrumented for the purposes of measuring methane emissions from large natural gas fields. The period of performance is May through October, 2017. The aircraft is FAA certified for flights into icing conditions, has a crew speed of 160 kts and a service ceiling of 20,000 feet (6 km). The instrumented high performance light aircraft will be conducting six separate week long carbon cycle research flights in the US and Canadian Arctic. With the instant transmission of data, a scientist on the ground can modify the flight plan to refocus the flight profile and data collection within minutes. The aircraft, instrumentation and crew has been used extensively to study CH4, C2H6, CO2, CO and O3 effluents from oil and gas fields in the United States over the past six years [Karion, A., et al. 2013, 2015; Petron et al. 2012, 2014; Peischl, J., et al. 2015, 2016]. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contract Specialist requesting a copy of the solicitation and all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code for this requirement is 481219 Other Nonscheduled Air Transportation and the small-business size standard is $15M of average annual receipts.
