Description

The US Department of Homeland Security Science & Technology Directorate intends to award, on an EDWOSB sole-source basis, a Time & Materials contract to Dawnbreaker, 3161 Union Street, N. Chili, NY 14514. Dawnbreaker will provide commercial services for the Research & Development Partnerships Directorate/Public-Private Partnerships Office/ Small Business Innovation Research Program Office/Commercialization Readiness Pilot Program. The statutory authority permitting other than full and open competition for this acquisition is FAR 19.1506, a Contracting Officer generally must consider an EDWOSB or WOSB sole source award before considering small business set-asides. None of the exclusions set forth in FAR 19.1504 apply; (2) the acquisition is assigned an appropriate NAICS code; 561110 - Administrative Management Services. This is not a request for competitive quotes; however, all interested sources who believe they can meet the requirements may submit a capability statement no later than April 26, 2017 to the point of contact for this notice. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement and will be at the sole discretion of the Contracting Officer.
