Description
The U.S. Army Contracting Command - Warren (ACC-WRN) in Warren, Michigan is planning to solicit and award a new contract in support of the Diminishing Manufacturing Sources and Material Shortages (DMSMS) Program, which addresses the sustainment problems that occur when older vehicle components and repair parts are no longer available from their original source(s), but the Army does not own a Technical Data Package (TDP) suitable for competitive procurement. The proposed new acquisition would succeed predecessor contract W56HZV-14-C-0270, which was awarded to Automation Alley of Troy, MI. This notice represents a market survey, conducted to help ACC-WRN determine what potential sources exist in the marketplace that can satisfy the requirements listed below Under the planned new contract (as under the current contract), individual task orders would be issued and funded to address topics such as addressing resolutions of single point failures, obsolescence, sustainment, non-availability, and the reduction of total ownership costs for equipment on military ground-vehicle platforms, as well as other TACOM/TARDEC Life Cycle Management Command (LCMC) equipment. Support may be provided to other government agencies and customer organizations throughout the U.S. Department of Defense (DoD). New work efforts for the follow-on contract may continue projects initiated under the prior contract, but also are expected to include new projects or work efforts. Performance under the proposed new contract is expected to involve the reverse engineering of various categories of component parts and assemblies for older ground vehicles in various classes (to include, for example, electrical components, hydraulic components, mechanical components, electronic components); and may also include the delivery of limited production quantities of automotive components or items where supplies on hand are deemed to be in critically short supply. Offerors must have experience conducting Sustainment related Risk Assessments, which may include industrial base commodities, components, platforms, Families of Vehicles (FOVs), or organizational equipment requirements as defined by individual Work Directives. The analyses will include all provisioned parts and include relative sustainment risk, as determined by objective methodologies. Results will be used to proactively identify obsolescence, sustainment, and readiness risks. The proposed contract will involve the maintenance of a supplier database of companies and their known capabilities. It will be used to support other Work Directives on the contract. The database will be used to link known capabilities with a government need and will result in the best value to the government. The proposed new contract will have an anticipated five year period of performance with an approximate estimated total value of up to $13,500,000.00. All responsible sources who may have the capability and interest to perform such work should, via e-mail, submit a capability statement to the Contract Specialist identified below for consideration and determination if competition will potentially be sought for this acquisition (Please endure that your email is titled "Capability Statement - DMSMS"). The cognizant R&D Contracting Office point of contact for this notice is Stephanie Dickinson, Contract Specialist, email: Stephanie.r.dickinson4.cov@mail.mil. Important Note: Any and all correspondence for this notice shall only be e-mailed to Ms. Dickinson. Contracting Office Address: U.S. Army Contracting Command, Warren, Michigan 48397-5000 Point of Contact: Stephanie Dickinson, Contract Specialist, (586-282-9783)
