- This is a Sources Sought announcement only. This is not a Request for Proposal/Bid/Quotation and neither specifications, nor drawings are available at this time. This request does not obligate the Government in any contract award. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Response to this notice is strictly voluntary and will not affect any vendor's ability to submit a proposal if and when a solicitation is issued. The purpose of this Sources Sought is to survey the market and gain knowledge of potential interested contractors for completing the work effort relative to the Conemaugh Lake Embankment Stabilization; NAICS 237990-OTHER HEAVY AND CIVIL ENGINEERING CONSTRUCTION, Small Business Size Standard - $36.5M. Estimated Magnitude of Construction: Between $500,000 and $1,000,000. Summary of the Scope of Work Embankment repair at Conemaugh River Lake, in the vicinity of Sulphur Run in Blairsville, Pennsylvania. The proposed embankment repair would consist of excavation and disposal of failed materials and installation of a full-height stone buttress to support the existing embankment. Work in support of the repairs may require the contractor design and install temporary stabilization measures for excavations. The contractor would be required to remove and dispose of materials associated with a previous emergency stabilization effort; including steel plates, precast concrete blocks, geosynthic separators, pvc pipe, and compacted aggregate. Additionally, the contractor would be required to remove, stockpile and reuse aggregate from a stone berm placed during the emergency repair. The Contractor would remove debris associated with a 40 ft long section of an existing large diameter stone-arch culvert underlying the embankment that has failed. The contractor would replace the failed section of the culvert and stabilize 70 linear feet of culvert upstream of the failure. Stabilization efforts may include measures such as installation of a concrete footers and a steel liner. Additional work will include construction of a new headwall at the culvert outfall. Ancillary features of work may include streambank armoring with rip rap for approximately 70 feet downstream from the culvert outfall. Two small stone grade control structures would also be installed at the two minor headcuts observed just downstream of the outfall to prevent upstream progression that may affect buttress and culvert stability. The contractor will be responsible for design and implementation of diversion structures if work cannot be completed in the wet. The project completion date is set at approximately 180 days after receipt of and Notice to Proceed (NTP). Contractor will be required to provide Performance and Payment bonds. Official Solicitation is anticipated to be issued in June of 2017. Results of this sources-sought announcement will be used, in part, to determine the feasibility of a small business or lower tier socio-economic set aside for this project and to determine if the Rule of 2 is met for any particular category of small business. All qualified contractors are encouraged to respond; lack of responses may jeopardize the project being set aside for small business. Contractor's response to this Sources Sought shall be limited to 8 pages and shall include the following information: 1. Contractor's name, address, point of contact, phone number, and e-mail address and website (if any). 2. Contractor's business size designation and socio-economic sector (eg. Large, Small, 8(a), HUBZone, Service Disabled Veteran Owned, etc). 3. Commercial and Government Entity (CAGE) Code and DUNS Number. If a member of a joint-venture or mentor -protégé agreement with the SBA, please provide information on both members of the JV. 4. Confirmation of Contractor's ability to perform at least 15% of the effort with its own personnel. 5. Company's interest in bidding on the solicitation once it is issued. 6. Company's capability to meet the requirements including specific equipment and experience with the type of work (magnitude and complexity) of the work described in this sources sought announcement. Capability statements shall demonstrate the ability to perform: a. Stabilization of over steepened soils and slopes. b. Construction of or stabilization of large diameter culverts. c. Ability to conduct construction in/around streambanks. d. Earthmoving and earthen/stone construction Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. If a member of a joint venture, the respondant should include relevant information from both members of the joint venture. 7. A statement or list of your firm's current or past technical experience (within the past five years) similar or the same as the summary scope of work and construction magnitude. Include a brief description of the project, customer name, timelines of performance, customer satisfaction, and dollar value of project. If a member of a joint venture, the respondant(s) should include relevant information from both members of the JV. 8. A statement on your firm's bonding capacity, both aggregate and single contract.
