Description
The United States Air Force, AFLCMC/Operational Contracting Division, Wright-Patterson AFB, Ohio 45433-5344 is issuing this notice of proposed sole source contract action for commercial items. This notice is issued in accordance with FAR 5.101(a)(1) and FAR 5.207. The Government intends to solicit and negotiate with a only one source under the authority of FAR 13.106-1(b)(1). This proposed procurement will be a sole source award under North American Industry Classification System Code (NAICS) 334519: Other Measuring and Controlling Device Manufacturing. Business size standard for NAICS 334519 is 500 employees. PSC code: 6665 - Hazard Detection Instruments and Apparatus. The proposed source is Tokuyama Corporation, 1-1, Mikagecho, Shunan, Yamaguchi, 745-0053, Japan. Delivery Schedule: Approximately 6 weeks, after Contract Award Delivery Destination: Air Force Institute of Technology 2950 Hobson Way, Bldg 640, Room 360 Wright Patterson AFB, OH 45433 Requirement: Qty Ten (10) LiCAF Scintillating Crystals for Neutron Detection • LiCAF/Rubber • 100 mm square x 5 mm thick • Li-6 content: 1.8 x 10^21 atoms/cm^3 • 30 + 30 WLS Fibers extending 3cm from edge of crystal for 2D readout • Neutron/gamma discrimination capability (Li-6:1.8x10^21 at/cm^3) • Detectable light yield of the luminescent material using SIPMS • Optical properties must enable detection/discrimination of emitted photons • Luminescent wavelength of 360-390 nm • Non-hygroscopic This procurement will not be competed because the aforementioned LiCAF Scintillating Crystals are currently only available from a single source, the Tokuyama Corporation in Japan. This notice is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 1000 EST 27 April 2017. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single point of DoD registration for contractors who conduct business, or who are interested in conducting business, with the government. Contractors must be registered in SAM prior to award for solicitations issued after 29 May 2012. You may contact SAM by telephone at 866-606-8220 or online at https://www.sam.gov. Note that e-mail filters at Wright-Patterson AFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e.,.exe, or.zip files). Therefore, if this subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that.zip or.exe files are not allowable attachments and may be deleted by the e-mail filters at Wright-Patterson AFB.
