Description
This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this is to gain knowledge of potential qualified sources and their size relative to NAICS 334290, Standard Size 750 Employees. Responses will be used by the Government to make appropriate acquisition decisions. Responses are not considered responses to any potential solicitation announcement. Scope of Work The Central Arkansas Veterans Healthcare System (CAVHS) located in Little Rock and North Little Rock, requires a contract for inspection, maintenance, and repair of Fire and Smoke Dampers. The contractor shall inspect and test 289 fire/smoke dampers for proper operation. Maintenance of the Fire and Smoke Dampers include installing access panels, moving utilities, replacement of parts or dampers, and constructing new fire rated assembly s. The vendor must also provide a service and maintenance agreement which will include adjusting, repairs, and replacing any malfunctioning equipment. Response to this notice should include a capability statement, and three (3) customer references to which you have provided similar services. All interested firms shall provide the following information: company name, address, point of contact, phone number, email address, capability statement, and business size pursuant to the NAICS Code 334290, Standard Size 750 Employees. Responses to this notice shall be e-mailed to Jacqueline.Simpson3@va.gov. Telephone responses will not be accepted. Responses must be received in writing no later than Wednesday, April 26, 2017 at 12pm CST. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses are not a request to be added to a prospective bidders list or to receive a copy of the solicitation. STATEMENT OF WORK DAMPERS GENERAL: Furnish all labor, supervision, materials, and equipment necessary to ensure all fire and smoke dampers are accessible from access door and tested. The contractor will be required to provide a solution and then perform the needed task to test each damper. Examples of inaccessibility dampers are obstructions blocking the access door, no access door, restricted access, damper too far, access doors to small, access blocked by ductwork, piping, and wires, access door can t be removed, and other reasons for testing failure. A report of finding, corrective actions, and a testing report is required upon completion. Inspect, repair Fire and Smoke Dampers to include Installing Access Panels, Moving Utilities, Replacement of Parts or Dampers and Constructing new Fire Rated Assembly s. PURPOSE: To comply with National Fire Protection Association (NFPA) 90A; 5.4.7, NFPA 80, and NFPA 105 and Joint Commission Standard EC.02.03.05 EP 18 requiring inspection, maintenance, and repair of Fire and Smoke Dampers. SCOPE: Contractor shall inspect and test 289 (see section I) fire/smoke dampers for proper operation. Dampers problems need to be corrected due to failing last inspection, primarily not free closing when fusible element removed. See table below for location, ID and diagnosis. After repair dampers, shall be tested for proper operation. The Contractor shall identify and remedy any obstructions that may impede access to dampers, including but not limited to moving conduits or any other obstructions that may impede access or function of fire dampers and cutting access doors where required to provide access to previously inaccessible fire dampers. All work required to make dampers accessible must be approved by the Contracting Officer s Representative (COR) prior to being performed. Contractor shall develop a solution for fire damper 132, located near 5C-507. The damper was installed in such a way that the access door will allow for testing of damper. Contractor may have to install new access door, move utilities to test damper. After repair dampers, shall be tested for proper operation. WORK HOURS: Normal hours are 08:00am 04:30pm. The contractor may perform work after 4:30pm and on weekends at no additional expense to the government. The service schedule for after hours or weekends will be developed between the contractor and Contractor s Technical Representative (COTR) prior to any service being performed. SPECIFICATIONS: Setup and take down ICRA at different work sites Provide and install new access doors on ductwork Demo and disposal of existing exhaust ductwork and fire dampers Cut new holes in fire walls and route new ductwork and fire dampers beside existing supply ductwork Connect new ductwork to existing grilles. Provide labor and materials to trace and re-locate conduits that need to be re-located Patch existing holes in sheetrock Remove and install fusible links Provide a report with testing information with before and after pictures All damages caused by contractor s personnel will be repaired to previously existing condition at contractor s expense. Contractor must follow OSHA guidelines, policies, procedures and directives, as well as fire and safety regulations of the medical center. Work of the contractor is to be coordinated to prevent conflicts with the treatment of patients and the functioning of the facility. No medical apparatus will be moved without approval. The contractor personnel must report to the COR prior to beginning work for each day and shall report back to the COR what they accomplished during the day before leaving All work is to be performed in accordance with the guidelines established by Federal, State and Local ordinances and with contractor s procedures manual and quality control manual. SCHEDULING: The contractor shall provide a written work schedule identifying when the work will be accomplished no later than the date identified in this solicitation for work to begin. All work must be scheduled through individuals identified in paragraph D of this section. QUALITY ASSURANCE: Performance Objective Performance Threshold All fire and smoke dampers will be made accessible and tested according to VA expectations. Contractor will be required modify access and re-test dampers not meeting VA s standards. H. CONTRACTOR PERSONNEL BADGES AND PARKING: 1. The contractor shall provide the COR with a list of contractor employees expected to enter the buildings to pick up confidential documents. While on VA premises, all contractor personnel shall comply with the rules, regulations, and procedures governing the conduct of personnel and the operation of the facility. 2. An access badge will be given to the contractor s employee upon entrance into VA buildings. The contractor employee must safeguard the access badge and immediately report any lost, stolen, or destroyed badges to the COTR. All contract personnel must properly display their access badges. Access badges must be worn at or above the waist (facing forward.). The contractor s employees must return the access badge(s) to the COR or designee at the end of each pick up process. 3. The contractor shall be required to comply with all security policies/requirements of (your facility). All security policies/requirements must be met and employees cleared prior to the contractor performing work under this contract. Employees that cannot meet the security and clearance requirements shall not be allowed to perform work under this contract. 4. It is the responsibility of the contractor s personnel to park in the appropriate designated parking areas. Parking information shall be coordinated with each facility COR. 5. CAVHS does not validate or make reimbursement for parking violations of the contractor s personnel under any circumstance. I. INTERFERENCE TO NORMAL FUNCTION: Contractor may be required to interrupt their work at any time so as not to interfere with the normal functioning of the facility, including utility services, fire protection systems, and passage of facility patients, personnel, equipment and carts. In the event of an emergency, contractor services may be stopped and rescheduled at no additional cost to the government. Contractor personnel shall inform the COTR or the designee of the need to gain access to secured areas. If access is required to secure areas, prearranged scheduling will be made with COR or designee. Note: The below cited data is for information purposes only and is intended to furnish the bidder an approximate number of fire and smoke dampers that require accessible and testing. The successful bidder will be required to make accessible and test all required dampers in buildings identified regardless of the count.
