Treasury MDM DRAFT PWS Treasury MDM Responses to Questions Department of Treasury Request For Information (RFI) for a Mobile Device Management Solution(s) This is a Request for Information (RFI) only. Any and all information requested in response to this RFI is for Market Research purposes only. In accordance with FAR 15.201 (e), responses to this notice are not offers and cannot be accepted by the government to form a binding contract. The government is under no obligation to issue a solicitation or to award any contract on the basis of this RFI. All costs associated with responding to this RFI will be the sole responsibility of the contractor. No funds have been authorized, appropriated or received for this effort. All submissions to this RFI will be treated as business materials, become government property and will not be returned. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. Any contract that might be awarded based on information received or derived from this RFI will be the outcome of a competitive process. As a part of the United States Department of Treasury market research process, this request for information (RFI) will be used to assist Treasury in finalizing the Treasury Mobile Device Management Solution (MDM) Performance Work Statement (PWS) and acquisition strategy. The following information shall be provided in response to this RFI: 1. Provide a brief summary of your technical approach to address each of the requirements listed in Section 5 in the PWS. 2. Company Information: a. Company name, address, point of contact and telephone number and e-mail address, web address, Company Cage Code, DUNS, CCR registered b. Approximate annual gross revenue, Years in business c. Any small business status (8(a), HUB Zone, veteran-owned, women-owned, etc.) d. Indicate which NAICS code(s) company usually performs under for Government contracts. The Government reserves the right to decide whether or not a small business set-aside (SBSA) is appropriate based on responses to this notice. e. List senior management, relevant experience and time with the company. f. Past-full-year revenue (in millions) in this line of business (i.e., the MDM platform line including services) g. Current-full-year revenue (in millions) in this line of business (i.e., the MDM platform line including services) 3. Which device OS (e.g. iOS and Android) with versions does your platform support? 4. Are your platform deployment model on-premises or software as a service (SaaS)? Can you deploy on Treasury managed FedRAMP certified cloud infrastructure? What is your preferred deployment model? Please elaborate. 5. Please elaborate: a. Do you resell MDM platform products or are you MDM platform product owners? Explain b. If reseller, which MDM platforms do you resell. If product owner, please specify the brand name. c. Do you partner with other organization for providing services - e.g. integration, operations support, help desk, etc.? If so, identify partnerships. 6. What are the advantages and disadvantages of having a combined MDM Platform and Services solution? Or only a Services solution? What are the risks, challenges, and cost-efficiency impacts for each? 7. Can you provide only a Services solution? a. Can you support the four platforms currently used in the Treasury Department's environment? i. Blackberry Enterprise Server (BES) ii. Citrix Xen Mobile iii. Mobile Iron iv. IBM MaaS 360 8. Provide Product delivery options (appliance, software, hosted on Treasury/Bureau site, hosted in cloud and others). 9. Which basic model of SaaS best describes your platform(s) (isolated tenancy, shared-hardware multi-tenancy, shared-processing multi-tenancy, shared-database multi-tenancy or shared-everything multi-tenancy)? 10. Are there any features or integrations in the on-premises solution that are not available on a SaaS deployment or vice-versa? 11. What steps do you take to harden access to user backups, credentials, keys and policies stored in your server? 12. Connections to external databases: List the interface connections typically made between your management console and other systems within an enterprise (such as a database or directory). For each connection, specify whether the connection is protected (if the data is exposed in transit or in a storage queue). 13. What SLAs are offered? 14. Which Government Wide Acquisition Contracts of Federal Supply Schedules (e.g. Connections II, SEWP, NITAAC, etc.) can be used? Provide Contract/Schedule Numbers. 15. Provide commercial or GSA Schedule pricelists for each solution described in the RFI response. 16. Can small businesses participate in this MDM requirement (via Connections II or other commercial vehicles)? a. If so, how and in what capacity? b. If not, what changes are needed to enable small business participation? 17. Provide a Rough Order of Magnitude (for a five-year period of performance) for 100,000 users or 110,000 devices (depending on license)? Please specify the cost either as Total Cost and/or Per Device/User Cost. a. Total Cost: i. Estimate the total costs, including license, support, installation, implementation, training and maintenance, per year per user/device (depending on license). ii. Annual cost for maintenance and support iii. Terms for renewal or expansion iv. Does the cost include A. Cost for management console. B. Cost for training v. Cost for new seat (both perpetual and subscription, if applicable) b. Per Device/User Cost: i. Yearly cost per Device or per user including license, support, installation, implementation, training and maintenance. c. Other costs that are not listed above. 18. Provide the team members, subcontractors, and/or vendors you plan to propose and the percentage of work each is to perform. 19. Is there anything included in the PWS that is unnecessarily costly, or not feasible for a contractor to provide? SUBMISSION INSTRUCTIONS: The submission shall be submitted electronically not to exceed (20) pages excluding the cover page and be single spaced, Arial 12-point type with at least one-inch margins on 8 1/2" X 11" page size. The response should not exceed a 5 MB e-mail limit for all items associated with the RFI response. Emails with attachments larger than 5 MB shall be broken down into multiple emails with no one attachment exceeding 5 MB. Responses must specifically describe the contractor's capability to meet the requirements outlined in this RFI and attached Draft PWS. Oral communications are not permissible. Only electronic submissions will be accepted. QUESTIONS: Questions regarding this announcement shall be submitted in writing by e-mail to LaTonya.D.Jenkins@irs.gov and Mikel.Wood@irs.gov by12 Noon EST April 20, 2017. Verbal questions will NOT be accepted. Answers to questions will be posted. The Government does not guarantee that questions received after 12 Noon EST April 20, 2017 will be answered.
