SOW 1. Contract Title. Acquisition of two portable blood refrigerators for the SAVAHCS blood bank 2. Background. This contract is for the acquisition of two portable medical refrigerators with a battery and NIST temperature data logger to transport and store blood in the operating room for complex procedures where blood usage is expected to be high and intensive care units during massive transfusion situations. 3. Scope. In order to transport and store blood in the operating room during surgery we need to be able to provide the right storage conditions to comply with FDA, AABB, and CAP regulations and standards. Packed red blood cells and plasma require refrigerated storage between 1 and 6 °C with continuous monitoring and temperature recording at least once every 4 hours. 4. Specific Tasks. The vendor must deliver two portable refrigerators which must meet the following specifications: Maintain a temperature range of 1 ° to 6 ° C. Meet AABB, CAP, and FDA standards for blood storage at 4 °C. Record internal temperature using an NIST traceable data logger at least once every 4 hours to comply with AABB and CAP regulations. Have the ability to monitor temperature with alarms when out of spec., programmable high and low temperature alarms with visual and audible indicators. Have an internal fan to prevent thermal layering and keep temperature uniform throughout storage space. Capacity to store at least 4 packed red blood cells Have an internal battery or battery backup able to power the unit for at least 10 hours. Be on wheels or delivered with a cart for ease of transport A small footprint for easier lab storage when not in use and the space needs of the operating room. Deliverables: Two portable medical refrigerators including parts that fulfill requirements listed above. Operator and service manuals, including instructions for maintenance/cleaning/decontamination procedures. Performance Monitoring The units will be inspected, tested, and validated upon receipt and before use to insure that they fulfill all of the above requirements.
