Description

RFQ N64498-17-R-5023 The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) has a requirement to provide Programmable Logic Controller (PLC) Data Acquisition Units (DAUs) comprised of multiple PLC processors and a group of Input/Output (I/O) enclosures/assemblies (see list below). It is the Government's intention to procure these items, utilizing other than full and open competition, from Rockwell Automation IAW FAR 6.302-1, as only Rockwell Automation meet the Government's requirements. The PLC DAUs consist of various components which only function properly when all the components are produced by the same Original Equipment Manufacturer (OEM). PLC DAUs cannot have component parts interchanged with different OEM products because any deviations could induce unnecessary problems, costs and additional engineering. Therefore, the capability to procure components directly from the specific OEM is essential. For the reasons stated above, it is imperative that the hardware and software be the exact same configuration as those on existing fleet unit installs, and as such makes Rockwell PLC product the only qualified product line.
