Description
This is a SOURCES SOUGHT SYNOPSIS to conduct market research, which will be used to develop a procurement strategy for an upcoming contract for a design-bid-build construction to remodel a large existing Defense Logistics Agency (DLA) Warehouse, located at Joint Base Lewis McChord (JBLM), WA. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A PROPOSED SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2 and no contract shall be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow up information requests. No solicitation is currently available. After review of the responses to this notice, and if the Government still plans to proceed with the acquisition, a separate solicitation announcement will be published in the Federal Business Opportunity (FEDBIZOPS) website (www.fbo.gov). The purpose of this Sources Sought is to perform a market survey to gain knowledge of interest, capabilities and qualifications of interested Contractors within the District's area of responsibilities for the general project description listed below. Responses to this Sources Sought Synopsis will be used by the Government to make appropriate acquisition planning decisions. The following are general capabilities required to perform the Performance Work Statement according to USACE standards. Interest in this announcement is open to businesses located nationwide regardless of business size. The purpose of this notice is to gain knowledge of potentially qualified business to perform the work described and ascertain interest from Small Businesses (SB), 8(a), Small Disadvantage Business (SDB), Woman Owned Business, Service-Disabled Veteran Owned Small Business (SDVOSB), or HUBZone prime contractor business sources and their size classifications relative to the North American Industry Classification System (NAICS) code of 236220, Commercial and Institutional Building Construction. Note for the purposes of this procurement, a concern is considered a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed $36.5 million. Your responses to the information requested will assist the Government in determining the appropriate structure of the resulting acquisition method, including whether a set-aside is possible. PROJECT INFORMATION: The Seattle District is anticipating to solicit for the remodel of DLA Warehouse Building 9670, located at JBLM, WA. Warehouse 9670 is 126,000 square feet and is comprised of seven bays and an administrative area. DLA uses the facility for receiving, in-processing, temporary storage, and out-processing of material surplus from within JBLM. The warehouse receives constant wear and tear from the use of forklifts, exposure to battery acid during forklift charging, and damages from large and heavy materials and vehicles during deliveries. The design remodel project includes a complete renovation of the administrative area which includes a more efficient layout, new access control point, more office space as well as a renovation of the break room, male and female bathrooms, mechanical room, communication room, and janitor's closet. The mechanical and electrical systems will be upgraded to support the renovation. Additionally, the flooring will be replaced in the administrative area spaces and windows will be replaced to meet all Antiterrorism Force Protection (ATFP) codes. The seven (7) bays within the warehouse include reconfiguration of the supervisor's office and conference room, purchase and installation of all in-processing equipment, pallets, forklift charging stations, and racking. Bay layout will support in-processing, storage, and out-processing efforts inclusive of work stations and electrical and telecommunications support. Warehouse flooring will be diamond polished. The warehouse will be reconstructed to meet industry standards, as well as all local, State, and Federal building codes and additional ATFP. Facilities will be designed to a minimum life of 50 years in accordance with DoD's Unified Facilities Code (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance as per ASA(IE&E). The facilities will be accessible for individuals with disabilities. The anticipated magnitude of the construction remodel is between $5,000,000 and $10,000,000. SUBMISSION REQUIREMENTS: Responses to this sources sought synopsis shall provide the prime contractor's name, address, email, business category, business size, business type (JV, etc.), and information pertaining to bonding capacity. NOTE: CONTRACTOR MUST BE ABLE TO BOND FOR THE ENTIRE AMOUNT OF THE PROJECT. Contractor can demonstrate successful completion of at least one project similar to the size and scope of this intended project. Bonding Information: Provide the following, on the bonding company's letterhead: a. Bonding Limits: (1) Single Bond, (2) Aggregate. c. Length of time the contractor has been associated with the bonding company. d. Claims History and Outstanding Claims of the Contractor. e. Surety to be used for Performance and Payment Bonds. f. Other commitments that might interfere with performance of the contract. g. Point of contact for the Bonding Company Please note that this research is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Corps. However, all interested parties who believe they can meet the requirements are invited to submit, in writing, complete information describing their interest and ability to meet all requirements stated above. Firms formally organized as design-build entities, design firms and construction contractors that have associated specifically for this project, consortia of firms or any other interested parties may submit information. Associations may be as joint ventures or as key team subcontractors. Any legally organized Offeror may submit information, provided that the Offeror or Offeror's subcontractor has or will have professional architects and engineers, registered in the appropriate technical disciplines. Responses to the Sources Sought Synopsis should be received as soon as possible but no later than 2:00 pm (Pacific Time) on Tuesday, May 9, 2017.
