Description
Davis Bacon Wage Determination Part 1 Davis Bacon Wage Determination Part 2 SF18 Site Visit & HVAC Information Statement of Work Solicitation Number: 701-2036-966-00117 Notice Type: Request for Quote Synopsis: This announcement is a total set-aside RFQ for Small Business Concerns. The USDA/ARS is seeking a qualified Contractor to furnish all tools, equipment, material, permits, labor, and supervision necessary to accomplish, the work as provided in the Contract documents, Plans, and Specifications, summary of which is provided below: The CONTRACTOR shall remove and dispose existing identified HVAC equipment and install new HVAC equipment, and ductwork. Background: The HVAC condensing unit located in the Riverside Workshop Annex Building is actively failing. The affected room is a cold room used as storage for chemical materials. Summer is around the corner and Riverside, CA outside temperatures reaches over 100 degrees regularly. The old unit was installed back in the 90's and is effectively at the end of its useful life. The HVAC system is used to cool highly flammable liquids. The HVAC system set up is a single unit mounted on a flat rooftop of the annex building with duct airway flowing downwards into an L: 9.3ft x, W: 10.3ft, H: 9.1ft room below; cooled by a chilling fan. The condensate pump is mounted high up near the ceiling with the thermostat located in the next room. Scope of Work: Work Includes: 1. Install new HVAC condensing unit 2. Install new fan coil 3. Install new condensate pump & thermostats The Government anticipates an award of a firm fixed priced contract. The period of performance will be for 30 days after receipt of notice to proceed (NTP). The intent is to have a contract awarded on or about May, 2017. Firm's response to this Request For Quote Announcement shall be limited to five (5) pages and shall include the following information: 1. Firm's name, address, point of contact, phone number, and email address. 2. Firm's interest in submitting their SF 18 3. Brief description of project, customer name, timelines of performance, customer satisfaction, and dollar value of the project). Provide at least three (3) examples. 4. Firm's Business Size. In accordance with FAR 36.204, disclosure of the magnitude of this construction project is between $14,000 and $25,000. The North American Industry Classification Code (NAICS) is 238220 - Plumbing, Heating, and Air Conditioning contractors and the size standard is $15 million average annual receipts for the preceding three fiscal years. All interested firms are advised that registration in the System for Award Management database (SAM) is required prior to award of a contract. There is no cost for registration in SAM when registration is completed on the official SAM website (www.sam.gov). Notice of Set-Aside for Small Business Concerns: This requirement is a Total Small Business Set Aside. Site Visit: A Site Visit will be conducted at USDA-ARS, 450 W. Big Springs Rd, Riverside, CA 92507, on Thursday, April 27, 2017 Pacific Standard Time. The site visit will be held for the purpose of providing contractors with the opportunity to familiarize themselves with the site which may be helpful in the preparation of offers. Attendance at this site visit is not mandatory for offer submission. However, failure to visit the site will not relieve or mitigate the successful contractor's responsibility and obligation to fully comply with the terms, conditions, and specifications contained and/ or referenced in this document. Period of Performance: Deliver 30 days from Notice to Proceed to USDA-ARS, 450 W. Big Springs Rd, Riverside, CA 92507. Bio-based Products: This procurement requires the use of Bio-based products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. The products should first be acquired from the USDA designated products categories. All supplies and materials shall be of a type and quantity that conform to applicable Federal specifications and standards, and to the extent feasible and reasonable; include the exclusive use of bio-based and recycled products. Buy American Act: The contractor shall use only domestic construction materials in construction contracts performed in the United States in accordance with FAR.201 and that meet FAR 52.225-9 and 52.225-10 Notice of Buy American Act-Construction Materials. Quote Submission Instructions: 1. Read the solicitation in its entirety (including the Statement of Work and all other documents). 2. The quote should include offeror's proposed delivery schedule (in days after award) as part of their quotation and be included with the bid schedule detailing the unit pricing and references for the proposed project. NOTE: A minimum of 3 references is required and must have received the proposed services within the last three calendar years. 3. Quotes must be submitted by 4:30 PM Pacific Standard Time, Tuesday, May 4, 2017. Send quote to: Cong Ly, Purchasing Agent, USDA-ARS, 450 W. Big Springs Rd, Riverside, CA 92507, by email (preferred): cong.ly@ars.usda.gov. 4. This is a 'Best Value' Acquisition. Award of the contract resulting from this solicitation will be made to the responsible offeror whose proposal offers the 'best value' to the Government, which may not necessarily be the quote offering the lowest price nor the highest technical advantage. 5. The Government may elect to conduct discussions with offerors whose quotes are technically acceptable (or which may be expected to be made acceptable by moderate modification). The Government reserves the right, however, to award a contract based on initial offers without conducting discussions. Therefore, each quote should be submitted in the most favorable terms from a price and technical standpoint. See FAR 9.104-1. 6. USDA-ARS is Tax Exempt, Certificate Tax Exempt #: 72-0564834F. Criteria for Evaluating Proposals: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical: This factor will be evaluated based on how well the offeror demonstrates their ability to meet the requirements outlined in the Specifications. 2. Price: All quotes must be FOB Destination. Please respond with a firm fixed price quote to cong.ly@ars.usda.gov. The Government will evaluate prices offered for reasonableness in accordance with FAR 13.106-3(a) - Basis for Award.
