Description

This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Purpose and Objectives: Your responses to the information requested will assist the Government in determining the appropriate acquisition method. NAICS code: 621511 and sized standard is $32.5M. NOTE: Respondent claiming SDVOSB and VOSB status must be registered and CVE verified in VetBiz Registry www.vetbiz.gov. Project requirements: To provide offsite reference laboratory testing services for approximately VISN 9 facilities located in Kentucky and Tennessee; including weekends & holidays. To provide all necessary supplies for specimen transport, packaging, and testing. To provide STAT/Emergency testing when requested; including pickup within 1-hour of notification and test results within 2 hours of specimen pickup. Non-STAT tests to be completed and reported within 24 hours. All test results and reports to be submitted via a data communication system that is interoperable with VA Laboratory Electronic Data Interchange (LEDI) protocol. Contractor shall have a fully functional Virtual Private Network (VPN) based bi-directional interface account established with the Federal Government. Contractor to have a VISTA/LEDI laboratory system as approved by the VA National Security Operation Center and to meet all Enterprise Cyber Security Infrastructure Project (ECSIP) requirements. To provide telephone consultation as needed. To provide a hospital account representative who routinely visits the VISN facilities to collect feedback, resolve issues, and assist as necessary. To provide computers and printers at each site; including all supplies and maintenance. To provide the following interfacing requirements: Laboratory Information Systems LIS physical connection and translation (drivers), and required (additional) interface connection license(s), provide documentation of successful interfacing with other VA facilities, and the Interface shall transmit test results to the host computer via automatic upload. Contractor shall be accredited by the College of American Pathologists and by FDA and/or AABB for Blood Bank specimens. Have at least 3 years of experience in providing laboratory testing services and at least 1 year experience in transporting biomedical materials. Laboratories to meet and maintain applicable qualifications in accordance with Clinical Laboratory Improvement Amendments (CLIA) of 1988. Anticipated period of performance: 30 September 2017 through 29 September 2018 plus four (4) one-year options. Information sought: Response to this announcement shall not exceed 10 pages and should include the following information: (1) A tailored capability statement indicating the firm s ability to provide a product and related services; (2) The respondents DUNS number, organization name, address, point of contact, and size and type of business (e.g., SDVOSB/VOSB, etc,) pursuant to the applicable NAICS code; (3) Information should be provided electronically in a Microsoft Word or Adobe PDF format.
