- Specifications Combined solicitation LOW BOY TRAILER AG-9JGP-S-17-0097 April 24, 2017 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation (SF-1449) will not be issued. Solicitation AG-9JGP-S-17-0097 is issued as a request for quotation (RFQ). Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-95. This solicitation is a total Small Business set-aside and the associated NAICS code is 336212 and the size standard is 1000 Employees. Description of the requirements: The intent of this contract is to supply a 35 Ton hydraulically operated gooseneck low boy trailer. The trailer shall be manufactured to be towed by a 2008 Freight Liner M916A1 tractor. Specifications in separate attached document. Delivery location: The trailer shall be delivered to the Stanislaus National Forest's Supervisor's Office, Lower Yard; 19777 Greenley Road, Sonora, California, 95370. Contractual questions should be addressed to Peggy Scott at 530-478-6123 SUBMISSION OF QUOTES: Offerors shall submit quotes to the office specified in this Solicitation on or before the exact time specified in the Solicitation. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and a statement regarding any addenda to the provision. The provision at 52.212-2, Evaluation -- Commercial Items, is used, and the specific evaluation criteria to be included in paragraph (a) of that provision. If this provision is not used, describe the evaluation procedures to be used. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. You may provide a statement that your Representations and Certifications are provided through your SAM account validation. If you do not currently have a valid SAM account then you must provide a copy of 52.212-3. The clause at 52.212-4, (January 2017) Contract Terms and Conditions -- Commercial Items, applies to this acquisition and a statement regarding any addenda to the clause. The clause at 52.212-5, (January 2017) Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition. At a minimum, the response to this solicitation shall include: (1) Solicitation Number (2) Name and address of offeror on company business letterhead (3) Address quote to Attn: Peggy Scott, Contracting Officer, USDA Forest Service, 631 Coyote St., Nevada City, CA 95959, or Fax Quotes to: (530) 478-6126, email quotes will be accepted (4) Estimated date that you would be able to deliver the trailer. (5) DUN AND BRADSTREET NUMBER to verify System for Award Management (SAM). Award will not be made to a vendor not registered in SAM. www.sam.gov (6) Acknowledgement of any Solicitation amendments. Offers are due Tuesday May 9, 2017 at 2:00 p.m. Pacific Daylight Time. 52.212-2 --Evaluation -- Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: - Price - Delivery date A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
