- NOTICE OF INTENT TO AWARD NONCOMPETITIVE PROCUREMENT Requisition No.: 648-17-3-9309-0013 Date of Notice: 04/24/2017 Contracting Officer: DIANA CURL Closing Date: 04/27/2017 This notice will appear for 3 days from above date. ****************************************************************************** Description of Supplies/Services: The Department of Veterans Affairs, Portland VA Medical Center (PVAMC), requires services, non personal, for an Annual Volunteer Recognition Awards Banquet The Government intends to award this requirement noncompetitively to The Monarch Hotel IAW FAR 13.106-1(b) (1) (i). The authority for restricting competition on this procurement is under 41 U.S.C Code 1901, as implemented by FAR 13.106-1(b)(2) for acquisitions of commercial items pursuant to FAR Subpart 13.5. The Monarch Hotel is the only Hotel that has the April 27, 2017 date available for 175 people for a volunteer awards banquet, within a reasonable vicinity of the Portland VA Medical Center, at a fair and reasonable price. The Monarch Hotel is the only firm that is willing and able to provide a Banquet Service on that particular day. Based on this market research, the government s technical experts determined that The Monarch Hotel is the only contractor that can best meet the government s requirements. Due to the highly unique nature of the services being acquired, The Monarch is the only contractor capable of providing the services described above without the Veteran s Health Administration experiencing substantial duplication of cost and unacceptable delays that could not be expected to be recovered through competition. Other interested concerns having the ability to furnish these services shall submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does represent the Government s only written notice of this procurement. All responsible sources may submit a response which, if timely received, must be considered by the agency. The estimated/potential: $4,500.00 Place of Performance: Portland, OR. *************************************************************************** *************************************************************************** This notice and any resulting contract or order conforms to the requirements in place through FAC 05-91 (effective 30 September 2016). All questions regarding this procurement shall be in writing, and addressed to York Barrett at york.barrett@va.gov no later than 4/27/2017.
