Description
The National Cemetery Administration issued a requirement for Replace Water Utility Vault Covers Project at the Los Angeles National Cemetery, Solicitation Number: VA786-17-R-0421. Project Location: Los Angeles National Cemetery, 950 S. Sepulveda Blvd., Los Angeles, CA 90049 The Contractor shall furnish all labor, materials, equipment, services and supervision to perform work to remove and replace existing water utility vault covers; and clean interior of vaults and the equipment housed within. Summary of Work: Specific Work at Los Angeles Project: The Los Angeles National Cemetery has five (5) existing subterranean concrete vaults which house irrigation mainline valve assemblies. To gain access into the vault there are bolt-down, diamond-plated steel panels laying across the concrete vault openings. Four (4) of the vaults are located in roadways and house irrigation system pressure-regulating/flow control assemblies.   One (1) of the vaults is in lawn and houses the irrigation system master valve.   The existing vault covers are not lift-assisted.   The vault covers shall be removed and replaced with new, compatible, hinged, lift-assisted vault covers. Item 1: Remove and Replace Four (4) existing Vault Covers for Water Utility Vaults in Roadways with hinged H-20 vehicular-rated covers equipped with lift-assist. Item 2: Remove and Replace One (1) existing Vault Cover for Water Utility Vault in Lawn with hinged H-20 incidental vehicular-rated cover equipped with lift-assist. Item 3: Clean Vault Interiors and the Equipment housed within. Completion Time: One hundred twenty (120) calendar days from date of issuance of Notice to Proceed (NTP). Contractor shall obtain any necessary permits and cooperate with the utilities company/cemetery staff to avoid any damage or liability, and provide a safe work environment for his/her employees. Contractor is responsible for damages to utilities, above and below ground. The Contractor shall assume sole responsibility for the safety of all persons on or about the construction site in accordance with applicable laws and codes. The contractor shall be in accordance with the safety provisions of the latest manual of accident prevention published by the Associated General Contractors of America and Division of Occupational Safety and Health (DOSH) and shall meet all safety requirements of Los Angeles National Cemetery Safety Officer, Department of Veterans Affairs, OSHA, and the State. The Government will award this solicitation as a Firm Fixed Price Service Contract in accordance with the criteria contained in 52.212-2. This procurement will be set aside using a Cascading Set-Aside Procedure. The Government will award at the highest possible tier. The tiers will be as follows: 1st tier- SDVOSB 2nd tier- VOSB 3rd tier- All Other Small Businesses Further information regarding this procedure is contained within the solicitation. All proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage and click on Request a user account to register. Information shall be submitted in the manner requested in INSTRUCTIONS TO OFFERORS. Failure to submit all documentation required as required so may result in your submission being determined technically non-responsive and removed from further consideration. Special Note: If anyone encounters problems preventing them from uploading their proposals into the Vendor Portal. Please E-mail proposal to: henry.dukes@va.gov. Send proposal in 3 Volumes: Volume I (Technical Proposal), Volume II (Past Performance) and Volume III (Price). The Government will award this solicitation as a Firm Fixed Price Service Contract in accordance with the criteria contained in 52.212-2. This acquisition is 100% Small Business Set-Aside. The NAICS Code is 236220 Size standard is $36.5 Million. Electronic solicitations will be available for download from Federal Business Opportunities http://www.FedBizOpps.gov on or around April 17, 2017. The Pre-Bid Site Visit will be held at Los Angeles National Cemetery, located at: 950 S. Sepulveda Blvd, Los Angeles, CA 90049. Questions regarding the solicitation should be submitted via e-mail to the Contracting Officer Mr. Henry C. Dukes at henry.dukes@va.gov No Later Than (NLT) Thursday, 27 April 2017 close of business. In Order for the Government to post all questions and answers on FedBizOpps. All questions generated after the site visit must be submitted in writing and emailed to the Contracting Officer NLT Thursday, 27 April 2017 by COB. Any questions received after that date will be considered too late and will not be answered.
