Description
This is a duplicate posting of Sources Sought Solicitation # N6134017SS001 for the purpose of targeted industry notification and maximizing small business sub-contracting opportunities. The Government intends to sole source the requirements detailed below under Basic Ordering Agreement N00019-14-G-0004 with Sikorsky Aircraft Corporation (SAC). Interested parties are encouraged to contact SAC ™s Small Business Liaison Officer Ms. Martha Crawford at 202-386-3241 or via email at Martha.Crawford@sikorsky.com. Introduction: The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando, FL intends to sole source (2) Containerized Flight Training Devices (CFTDs), (1) Flight Training Device (FTD), and (1) Avionics Management System Part Task Trainer (AMSPTT), and device updates, training services and the associated non-recurring engineering, equipment and support for the (4) total devices listed above. The CFTDs, FTD, and AMSPTT will be for the United States Marine Corps CH-53K Heavy Lift Helicopter under N00019-14-G-0004 (Basic Ordering Agreement) with Sikorsky Aircraft Corporation (SAC) in Stratford, CT. The Government is seeking information on the availability of potential comparable sources to provide the above training devices and associated non-recurring engineering, equipment and support to the fleet. Responses to this sources sought will be utilized to ensure no comparable source is available and more advantageous to the Government. Requirement: This requirement will include the delivery of (2) CFTDs, (1) FTD, (1) AMSPTT, and the associated device updates, training services and the associated non-recurring engineering, equipment and support for the (4) total devices previously listed. The CFTDs FTD, and AMSPTT devices shall be delivered to MCAS New River, Jacksonville NC. Disclaimer: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. Contract/Program Background: SAC has been the sole designer, developer and manufacturer of the CH-53K weapon system since its inception. The Government awarded SAC the Systems Development and Demonstration (SDD) contract in 2006. Additionally, the Government awarded SAC a modification to the SDD contract for four System Demonstration Test Article (SDTA) aircraft in 2013. SAC was the Original Equipment Manufacturer (OEM) of the legacy H-53 fleet. The Government believes SAC to be the only known responsible source possessing the requisite knowledge, technical expertise, special skills, technical data, facilities and experience to complete development, integration and production, of the specified training systems for the CH-53K. The Government has examined the availability of proprietary data possessed by SAC and has determined there to be insufficient data available to be provided by the Government to facilitate a competitive acquisition. Ongoing market research performed by the Government supports there does not exist a commercially available item or non-developmental item to satisfy the Government ™s requirement. Eligibility: The applicable NAICS code for this requirement is 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing). The Product Service Code (PSC) is 1520 (Aircraft, Rotary Wing). An alternate PSC of 6910 (Training Aids) could also be deemed applicable. Submission Details: This sources sought notice is not a request for competitive proposals. It is a notice to determine if a comparable source exists and to outline the Government ™s intent to contract on a sole source basis with SAC under N00019-14-G-0004 (BOA). Interested sources shall submit their written technical capabilities to provide the supplies and associated support described above. Written response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses shall include Company Name, Company Address, Company Business Size, and Points of Contact including name, phone number, fax number, and e-mail address. Detailed written capabilities must be submitted by email to Fez Shah (fez.shah@navy.mil) in an electronic format that is compatible with MS Word, no later than 1 PM Eastern Daylight Time (EDT) on Tuesday, 09 May 2017. Verbal submissions via phone will not be honored. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted.
