Description

Pre Award Synopsis The Government intends to issue a sole source (Rockwell Collins, CAGE 4V792) solicitation on or about 15 May 2017 with a close date of 29 June 2017 for the repair of several KC-135 Global Air Traffic Management components. Upon issuance of the solicitation, all responsible sources may submit a bid, proposal or quotation which shall be considered by the agency. This notice of intent does not in itself represent the issuing of a formal request for proposal and is not intended to be taken as such. The requirements set forth in this notice are defined per PR FD2030-16-02303 as follows: 1) This is a repair requirement; repair is the complete disassembly, cleaning, inspection, maintenance, reassembly, testing and finishing actions required IAW the end item’s Air Force Technical Orders or OEM Acceptance Test Procedures to ensure the end item(s) is restored to a serviceable condition. 2) List of applicable CLINs: CLIN 0001: Repair of NSN: 5895-01-500-7538FL Noun: Receiver Group PN: 822-1591-002 Item Dimensions: 22.5000” L x 16.5000” H x 16.5000” W, 34.0000 LBS Material Content: Metal Allow with electronic components Item function: Multi-mode receiver provides highly accurate three dimensional position and velocity information using receiver from satellites. Early delivery is not acceptable. 4) The Government is unable to create qualification requirements for this repair effort; therefore, it will be solicited as sole source to Rockwell Collins per the sole source authority at FAR 6.302-1. 5) In accordance with FAR 5.207(c)(16)(ii), All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. OMBUDSMAN (AUG 2005) (An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition.) The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
