- RCx SME Support 1. INTRODUCTION: Army guidance on how to complete effective RCx assessments and follow-on investigation is in development. Core competencies in the RCx field are required to assist in instruction of key related skills, including field evaluation of facility systems in the field, analysis of building performance data, and knowledge of building automation sequences and protocols. 2. OBJECTIVE: The primary objective is to obtain RCx subject matter expert support. This support will allow for technical support for RCx training activities. A secondary objective is to obtain subject matter expert support at a training course in Urbana, IL, focused on technical explanation of tri-service HVAC controls facility guide specification and criteria. 3. MAJOR REQUIREMENTS: In order to accomplish these objectives, it shall be necessary for the Contractor to complete the following tasks: a. Task 1: Assist ERDC-CERL researchers through subject matter expert support: i. Read following three documents in order to familiarize with the defined Army RCx process: Army RCx Technical Guide (approx. 25 pages), Army RCx Training Plan (approx. 75 pages), and Army RCx Report Template. Provide written comments describing any technical errors or explanatory content missing that is relevant to general RCx tasks. ii. Based on final versions of the Army RCx Technical Guide, the Army RCx Training Plan and the Army RCx Report Template, develop webvideo instruction and exercises in specific key RCx skills (TBD). Topics may include RCx Benchmarking, RCx Scoping, Systems Diagrams, and Energy Equations. Total video content will be approximately 16 hours in final viewable length, may be new or existing, and can be submitted to the Government raw or edited. Provide a written outline and at least one draft version of each video for Government review. Video file format may be.avi,.mp4,.flv,.wmv, or similar. iii. Conduct on-site instruction at the Army RCx training demonstration. Training site is Monterey, CA with target training dates from 11 SEP 2017 to 15 SEP 2017 which include five (5) 8-hour work days. On-site instruction shall consist of a combination of RCx field exercises and technical lectures (agenda to be determined). A single instructor shall be provided for all training days; the site will be available to visit for familiarization purposes starting the Thursday prior to the training start date. Topics shall include but are not limited to field RCx Scoping, Systems Diagrams, Trending, Functional Testing, and Energy Equations. Provide instructional slides/content (i.e., PPT slides). Government shall provide all AV equipment to facilitate instruction. b. Task 2: Provide subject matter expert training support to an additional on-site training course sponsored by the U.S. Army Corps of Engineers at Urbana, IL. Training support shall include but are not limited to technical explanation of existing tri-service HVAC controls Unified Facilities Guide Specifications and Unified Facilities Criteria:  UFGS 23 09 23.01 Lonworks Direct Digital Control for HVAC and Other Building Control Systems  UFGS 23 09 23.02 BACnet Direct Digital Control for HVAC and Other Building Control Systems  UFGS 25 10 10 Utility Monitoring and Control System (UMCS) Front End and Integration  UFC 3-410-02 Lonworks (R) Direct Digital Control for HVAC and Other Local Building Systems  UFC 3-470-01 Lonworks (R) Utility Monitoring and Control System (UMCS)Training will occur during the week of 24 APR 2017 to 28 APR 2017, however, only four (4) 8-hour working days of on-site Contractor support are required. Site agenda and preparation schedule are to be determined.
