- National Aeronautics and Space Administration (NASA), Goddard Space Flight Center (GSFC) Code 210.M, Office of Mission Enabling in support of Code 597, Propulsion Branch intends to negotiate solely with Moog, Inc., 6686 Walmore Road, Niagara Falls, NY 14304, in accordance with 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" to develop and demonstrate a high performance five (5) pounds of force (lbf) thrust bipropellant engine with a ten (10) month period of performance. The Europa Mission is being formulated and implemented as a joint partnership between the Jet Propulsion Laboratory and the Applied Physics Laboratory (APL) with NASA GSFC building the propulsion system. The engine required by Europa mission will be used as the sole propulsion on the spacecraft. Moog, Inc. possesses the highly-specialized equipment, material, technical expertise, and processes capable of (1) developing a modified version of the Moog 51-78 single seat solenoid valve and fabricating three solenoid valves. This includes changing the valve from a dual seat to a single seat configuration in addition to changing the valve seat material from Teflon Polytetrafluoroethylene (PTFE) to Teflon Perfluoroalkoxy (PFA); (2) developing a thrust chamber with a partially coated nozzle which includes partially coating the engine expansion nozzle with a (HfO) coating; and (3) conducting tests on valve and nozzle. The engine design and process to test the engine are proprietary to Moog. The notice of intent and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of amendments (if any). Potential offerors will be responsible for downloading their own copy of amendments, if any. The DST-13 Risk Reduction Program No. 2 (RR2) Statement of Work, which details the requirements, may be accessed at https://www.fbo.gov/index?s=home&tab=list&mode=list&cck=1&au=&ck. The North American Industry Classification System (NAICS) for this requirement is 336415 and the size standard is 1250 employees. This announcement constitutes the notice required by FAR 5.201. All questions and responses concerning this notice shall be emailed to Georgeana Green at georgeana.l.green@nasa.gov no later than 1:00 pm EST, Thursday, May 4, 2017. Interested parties must identify their capability in writing to the above e-mail address no later than 1:00 pm EST, Tuesday, May 9, 2017.
