- The Naval Air Systems Command (NAVAIRSYSCOM) intends to issue a contract to Leonardo MW Limited, Sigma House, Christopher Martin Road, Basildon, Essex SS14 3EL United Kingdom, on an other than full and open competition basis to procure the engineering design and test effort, engineering change proposal (ECP), and logistics data, to include updating legacy test equipment and repair procedures required to upgrade the AN/AAR-51 Forward Looking Infrared (FLIR) used on the AV-8B Harrier to address obsolescence issues with the existing system. The contract action requires expertise in AN/AAR-51 FLIR engineering, integration with the AV-8B aircraft, and testing. A sole source acquisition will be procured under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Leonardo MW Limited is the sole designer, developer and manufacturer of the AN/AAR-51 FLIR, is the only complete source of historical, design, and technical/drawing data for this system, and is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis. Leonardo MW Limited is the only supplier with the requisite knowledge to address obsolescence of existing components, since form, fit, and function replacement circuit cards are required to perform the same functions as the current circuit cards, and fit into the existing chassis. The obsolescence solution is required to utilize the same cable/connector interfaces as the legacy system, to have the same inputs and outputs as the legacy weapon replaceable assemblies (WRAs) within the FLIR, and to pass all integration and environmental tests in accordance with the specification for each WRA. These efforts require an intimate knowledge of the AN/AAR-51 FLIR design and engineering detail of the system and component WRAs. This notice of intent is not a request for competitive proposals and no solicitation is available. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No phone inquiries will be entertained.
