- Page 1 of 1 The Department of Veterans Affairs (VA), Network Contracting Office 16 (NCO 16) intends to issue and award a sole source single award contract with a performance period for (4) months to Global Dynamics LLC, 5550 Sterrett Place, Ste 306, Columbia, MD 21044, for Phlebotomy Services. It has been determined that soliciting from a single source is the best way to move forward with this requirement, as it will cause medical hardship on the Veterans located in Houston, TX to not provide them services in accordance with Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(C). This short term contract action will give additional lead time for the long term procurement for Phlebotomy Services to be awarded. Soliciting from a single source would continue the level of quality of VA s critical mission in providing support to Veteran patients at Michael E. DeBakey VA Medical Center located in Houston, TX. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES/PROPOSALS AND NO SOLICIATION IS AVAILABLE. Telephone request will not be honored. No award will be made on the basis of quotes or offers received in response to this notice. All responsible sources may identify their interest to meet this requirement to Stephanie Keo, Contracting Officer, by 4:00 PM Central Time, Friday, April 28, 2017. Additionally, any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the government. The intent of this notice is for informational purposes only. Interested parties may submit information for consideration by the government to: stephanie.keo@va.gov.
