Description
This is a SOURCES SOUGHT NOTICE. This notice is a market survey and is for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR QUOTES AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. The VA Network Contracting Office 15 has been tasked to solicit for and award for the provision of on-site Invasive, Interventional and Electrophysiologist Cardiologists. No solicitation is currently available at this time. The proposed project is anticipated to be a firm, fixed-price contract. The type of solicitation to be issued will depend upon the responses to this notice. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requested. The purpose of this notice is to gain market knowledge of potential businesses to include large business sources, small business sources and their size classifications; HUBZone, 8(a), Small Disadvantaged Business, Woman Owned Business, Veteran Owned Business, Service Disabled Veteran Owned Small Business relative to NAICS Code 62111, with a small business size standard not to exceed $11 million in gross annual receipts. After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published at a later time. The Government must ensure there is adequate competition among the potential pool of responsive contractors. The duration of this requirement is anticipated for a base year (start TBD and end TBD) with four each one-year option periods. The North American Industrial Classification System (NAICS) Code applicable to this acquisition is 621111 Offices of Physicians. Please provide a capability statement addressing your organization s ability to perform as a prime contractor the work described in the draft PWS (below) specific to the provision of Invasive, Interventional, Electrophysiologist, and Peripheral Vascular Cardiologist services and respond to the questions posed below. Index your firm s capabilities to the tasks in the draft PWS so that your firm s capabilities can be readily assessed. This is not a request for proposal and in no way obligates the Government to award any contract. Please limit your response to this synopsis to five pages and please include the following information: Your company s name, addresses, point of contact, phone number, and email address. Your company s interest in submitting an offer on the solicitation when it is issued. Your company s capability to meet the requirements. Your company s capability to perform a contract of this type and comparable work performed within the past three years to include a brief description of the project, customer s name, phone number and address, period of performance, and dollar value of the project. How many contracts/task orders/BPA s have you been awarded in the last 24 months for the provision of Invasive, Interventional, Electrophysiologist, and Peripheral Vascular Cardiologist? How many providers in your candidate pool are actively seeking positions in the Wichita Kansas geographic region? Would you be able to perform complex cardiac procedures on a per-procedure basis (100-120 procedures annually) in our Cardiac Cath Lab How many Invasive, Interventional, Electrophysiologist, and Peripheral Vascular Cardiologist have you successfully placed in the past 24 months? Would you be able to support Graduate Medical Education (hold a faculty appointment with the Kansas University School of Medicine Wichita) Would you be able to support on call/emergency coverage? Description of Services The contractor shall furnish a Board Certified Invasive Interventional Cardiologist and a Board Certified Electro physiologist to perform services for veteran patients enrolled for health care at the Robert J. Dole VA Medical Center (VAMC). The services performed shall include, but are not limited to: The electro physiologist shall provide consultations for complex cardiac arrthymia patients. The Cardiologist shall conduct clinics each Thursday 9:00 to noon The Cardiologist shall provide on-call services when necessary. The Cardiologist shall periodically provide services in the Cardiac Cath Lab. The Cardiologist shall serve as the Director of the Caria Cardiac Cath Lab, overseeing the functioning of the lab so that it meets all National VA and Joint Commission standards. The Cardiologist shall diagnose, treat, and manage veterans with interventional cardiology needs according to standard, usual and customary methods and techniques. The physicians shall be expected to cooperate with and participate in medical duties and functions related to quality of care, review and improvement. It is anticipated that the VAMC will need approximately 100-120 interventional procedures annually. These services are to be available 24/7. The services to be provided will include both medically stable (elective) and non-medically stable (emergent) cases. Consent for all invasive diagnostic procedures and treatment will be obtained by the contractor as per the VAMC informed consent policy (Medical Center by-laws attached). All information required by the Food & Drug Administration (FDA) for the tracking of devices implanted during procedures will be entered in the patient s medical record as per the VAMC policies (Medical Center by-laws attached). Medical record documentation shall be timely and in accordance with VA policies. Notes and encounters will be filed electronically using the VAMC Computerized Patient Record System (CPRS). The VAMC will provide training on the use of CPRS. The contractor shall be required to participate in teaching programs with residents/medical students of the Kansas University School of Medicine-Wichita (KUSM-W). He/she is expected to maintain faculty status at the KUSM-W. Documentation of resident supervision will be done as per the VA Resident Supervision Policies. The contract cardiologist adheres to and complies with The Joint Commission (TJC) (http://www.jointcommission.org) standards to provide an integrated, interdisciplinary delivery of health care services to the veterans. Includes coordinating, providing and improving health care services responsive to the patients needs and health care. Care shall be appropriately documented in medical records in accordance with standard commercial practice and Wichita VA Medical Center bylaws. The contract cardiologists shall comply with Patient-Focused Functions in delivery of patient care. This includes Patient Rights and Organizational Ethics, Assessment of Patients, Care of Patients, Education and Continuum of Care. The contract Cardiologists shall participate in fire and disaster drills as required. The contract cardiologist shall, upon request, provide quality data and information related to services provided and participate in the Medical Center's Performance Improvement and Quality Improvement programs. The contract cardiologist shall participate and comply with all VISN15 Performance Measures. The contract cardiologist shall participate in departmental monthly meetings, when requested to do so.
