- Sources Sought Announcement for Airfield Fire/Crash Rescue Station, Incirlik Air Base in Adana, Turkey for USACE Europe District This announcement seeks information from industry which will be used for preliminary planning purposes. No proposals are being requested or accepted with this announcement. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. NO SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. 1. AGENCY: United States Army Corps of Engineers (USACE) Europe District (NAU) 2. NAICS: 236220, Commercial and Institutional Building Construction 3. PLACE OF PERFORMANCE: Turkey 4. ACQUISITION INFORMATION: USACE NAU is soliciting interest from firms for the following Firm Fixed Price Contract requirement: 5. PROJECT INFORMATION: The purpose of this acquisition is to provide contract vehicle for drive-through truck bays, roll up doors, concrete block walls, and reinforced slab-on-grade. Construct flat built-up and sloped barrel tile roofs. Facility will be designed as a permanent construction in accordance with DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, high Performance and Sustainable Building Requirement. Comply with DoD minimum Antiterrorism Standards for buildings per UFC 4-010-01. Include apparatus room, living quarters, administrative, exercise, training, recreation, supply and alarm rooms. The first phase of this project consist of providing temporary facilities and utilities for the operation of the Fire Department during the new construction. The second phase consist of the demolition of the existing buildings (Buildings 370 & 372) of the Fire Department, and construction of a new reinforced concrete building to meet the current and future requirements of the Fire Department of Incirlik Air Base. Adana, Turkey is the geographic district area, and the project delivery method for this project will be design - build. 6. SOURCES SOUGHT: The purpose of this source sought is to gain knowledge of interest, capabilities and qualifications of various members of industry. The Government must ensure there is adequate competition among potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this sources sought announcement. 8. SOLICITATIONS: The Government anticipates issuance of solicitations in June-July 2017. The official synopsis citing the solicitation number may be issued on Federal Business Opportunities (www.fbo.gov). Firms are invited to register electronically to receive a copy of the solicitation, if it is issued. 9. RESPONSES: The Capabilities Statement for this sources sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. 10. SUBMISSIONS: Capability Statements should include: • Firm's Name, address(es), English speaking point of contact, phone number and e-mail address o Firm's interest in proposing on the solicitation when it is issued • Firm's capability to perform contract of this magnitude, complexity include: o Firm's ability to perform work within Turkey o Firm's capability to execute comparable work performed within the past 5 years o Brief description of the project o Customer name o Timeliness of performance o Customer satisfaction o Dollar value of the project • Firm's Joint Venture information or Teaming Arrangements o Include Cage Code or System for Award Management (SAM) information/registration, if available • Please limit responses to 20 pages •. 11. RESPONSES DUE: All interested contractors should submit responses to this Sources Sought announcement by 16:00 p.m. (Central European Time) on May 10, 2017.
