- Description
- The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Anasys Instruments Corporation (Anasys) for the purchase of an upgrade our existing NanoIR-1 and NanoIR-2 instruments manufactured by Anasys. These upgrades are needed to support research in the Center for Nanoscale Technology Science and Technology (CNST). The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13.5 Simplified Acquisition Procedures for Certain Commercial Items. CNST requires an upgrade for the NanoIR-1 and NanoIR-2 instruments currently located at the NIST, Gaithersburg MD facility in Room D112, Building 216. Specifically, the upgrade shall include: A) upgrade of the software, electronics, and the installation of a mid-infrared pulsed laser source, to improve the NanoIR-1 and NanoIR-2 chemical imaging spatial resolution to 10 nm and spectral range; B) upgrade for the NanoIR-1 instrument to enable nanoscale chemical imaging in water; C) an upgrade for the NanoIR-2 instrument to enable nanoscale chemical imaging with controlled temperature and non-condensing humidity. The NanoIR-1 and NanoIR-2 instruments installed in the CNST, each consist of an atomic force microscope (AFM) coupled with pulsed wavelength-tunable lasers enabling the acquisition of absorption spectra and chemical maps in air with a spatial resolution as high as 20 nm using the AFM probe in contact with the sample (contact-mode) to detect the sample thermal expansion induced by light absorption. Such measurement method is termed AFM-IR (or contact mode AFM-IR). The upgrade for the NanoIR-1 and NanoIR-2 is needed to add the capability of performing AFM-IR measurement using the AFM tip in tapping-mode imaging modality (tapping mode AFM-IR), which is required for measuring samples with rough topography and to improve instruments spatial resolution for chemical imaging to 10 nm. Due to the fact tapping AFM-IR requires pulsed laser sources with a high repetition rate (>100 kHz) the CNST also requires the addition of a pulsed, wavelength- tunable laser with the NanoIR-1 and NanoIR-2 instruments. The laser must be controllable with the NanoIR-1 and NanoIR-2 software (Analysys Studio by Anasys) to ensure measurement compatibility. Additionally, the CNST requires a new sample stage/enclosure for the NanoIR-2 instrument to perform AFM-IR measurements with controlled temperature and non-condensing humidity conditions and a fluid imaging accessory for the NanoIR-1 instrument that enable AFM-IR measurement of a solid sample in liquids. These required upgrades will expand and improve CNST capabilities for recording IR absorption spectra and chemical maps of materials and biological samples with nanoscale resolution in a variety of environmental conditions. The upgraded instrumentation will support research in the CNST user facility as a shared resource accessible to researchers from industry, academia, NIST, and other government agencies through collaboration. Measurements of topography and chemical composition with nanoscale spatial resolution, are needed in many areas, including the development of new materials and technologies for energy conversion and storage and for the development of new antibiotics. The instrument upgrade will allow the CNST user facility to further develop, and make available to users, measurement tools for nanoscale characterization which is a critical part of the CNST mission. As the original equipment manufacturer of the NanoIR systems, Anasys is the only authorized source to provide the necessary upgrade services and support for these systems. The laser source required for the upgrade (Firefly by M Squared Lasers) is only available from Anasys as they have an exclusive agreement with M Squared Lasers, the manufacturer of the equipment. Therefore, Anasys, is uniquely qualified and is the only available source for the necessary upgrades required by CNST. Delivery shall be FOB DESTINATION and shall occur not later than sixteen (16) weeks after receipt of order (ARO). The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 1000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by established due date/time set forth in this notice. Inquiries will only be accepted via email to joni.laster@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.
