- THIS IS A NOTICE OF INTENT TO AWARD A SINGLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Bureau of Reclamation, Acquisition Operations Group, Denver, Colorado, intends to negotiate a single source contract with DataSplice LLC. The Department of Interior has contracted and purchased licenses through IBM for the IBM® Maximo® Asset Management software application as the single platform for the Department's asset management program. The Bureau of Reclamation has developed a customized version of IBM® Maximo® Asset Management software application and this project is entitled Capital Asset and Resource Management Application (CARMA). Reclamation is seeking to have a User Acceptance Testing (UAT) and Pilot for the use of the Apple iOS 10 product, iPad Mini 4 as a mobile solution for the CARMA Inventory application. This UAT and Pilot is being conducted because Reclamation needs to find a replacement for the CN70 handheld scanners currently in use. The CN70 scanners are unable to access Reclamation's Wi-Fi, WATERNET, because the device cannot support the necessary security certificates. As a result, the DataSplice software cannot securely connect to the CARMA Inventory application. This Performance Work Statement supports pilot testing of Apple iOS iPad Mini 4 for mobile inventory using DataSplice software and includes all training, materials, and technical support needed to implement and evaluate the Apple iOS 10 iPad Mini 4 solution on a pilot test basis. This Pilot will be conducted at the Reclamation Grand Coulee WA, and Glen Canyon AZ sites. Specific requirements and deliverables are outlined below. The statutory authority for other than full and open competition is FAR 8.405-6 (a)(1)(i)(B), Only one source is capable of responding due to the unique or highly specialized nature of the supplies or services. Responsible sources may submit technical capability statement along with business profile to Contract Specialist, Christina Mohamed at cmohamed@usbr.gov by 12:00 PM MT, April 28, 2017, which shall be considered by the Agency. Any information received will be treated as market research information for future of same or similar requirements. The Contracting Office reserves the right to pursue the single source negotiation or compete the requirement based on information received. Quotations or proposals received in response to this notice will not be accepted since THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTES.
