- W912GB-17-R-0020 Various Base Improvements Mihail Kogalniceanu Air Base, Romania W912GB-17-R-0020: This pre-solicitation notice presents the U.S. Army Corps of Engineers Europe District (USACE NAU) intent to solicit a design-build contract for the construction of Various Base Improvements. Construction services to be provided will consist of a firm-fixed-price contract. The contract will consist of the design and construction of new Multi-Modal Improvements, a new Cargo Apron and new Fuel Storage Capacity. The Multi-Modal will include all work necessary to provide a new rail spur with load/off-load capabilities, staging areas, and wash facilities as well as a new airfield terminal and operations center consisting of a ready building, shipping and receiving facility, storage yard, marshalling areas, and improvements to the existing access road along the inside perimeter of the compound. Supporting facilities include site development, utilities, perimeter security devices, lighting, paving, walks, curbs, and gutters, storm drainage, landscaping, fencing, and signage. The project also includes fire protection and alarm systems installation for inhabited facilities. The Cargo Apron will include all work necessary to provide a new cargo apron for aircraft maneuvers as well as repairs and improvements to adjacent connector taxiways. Supporting facilities include site development, utilities and connections, lighting, fuel truck access road, gutters and storm drainage. The cargo apron will be utilized by both rotary and fixed winged aircraft. The Fuel Storage Capacity will include all work necessary to provide containment for bulk fuel tanks, truck load/off-load stands, an operations building and road repair/realignment. Construction includes area fire and lightning protection systems. Supporting facilities include site development, connectors for additional fuel receipt capability, utilities and connections, perimeter security, lighting, paving, walks, curbs, gutters, storm drainage, landscaping, fencing, and signage. The business goals of the contract are to provide real property repair, environmental work, force protection work, utility infrastructure, design-build, and construction service. No reimbursement will be made for any costs associated with providing information in response to this pre-solicitation notice or any follow up information requests. No response is due at this time. This project will use a One-Step Turn-Key Design-Build, Best-Value Acquisition Selection process in accordance with the United States Federal Acquisition Regulations (FAR) Part 15 and Part 36.3. The project will be solicited under Full and Open competition and will be awarded as a firm-fixed price construction project contract. The contract will be awarded and paid in Euros. Responses are desired from firms who can demonstrate recent and relevant experience and past performance in design-build projects in Romania, but expression of interests will be accepted from all interested parties. The technical (non-price) qualifications of the construction firm along with their submitted price will be evaluated by the Government. In accordance with FAR 36.204, the estimated magnitude for this design build construction project is between $25,000,000 and $100,000,000. Contract Performance: 1095 Calendar Days from Notice to Proceed The Government will post this synopsis, the solicitation, and all subsequent amendments through the Government-Wide Point of Entry (GPE) Federal Business Opportunities (FedBizOpps) Web Site www.fbo.gov. It is the Offeror's sole responsibility to obtain this solicitation and any subsequent amendments through the FBO.gov website. Offerors are encouraged to visit this web site and become familiar with its content and functionality prior to the solicitation issue date. Prospective Offerors must provide all information necessary to receive posting notifications. The solicitation will be issued on or about 30 April 2017. Estimated award date is on or about 30 September 2017. The solicitation will be issued free of charge and available electronically. Paper copies of this solicitation, plans, and specifications will not be provided. It is the Offeror's sole responsibility to ensure they have obtained all solicitation documents and any subsequent amendments, if any. The Government reserves the right to cancel the solicitation, either before or after the proposal opening with no obligation to the offeror by the government.
