Description
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center – Construction Engineering Research Laboratory (ERDC-CERL) in Champaign, IL has a requirement 12 Ammonia Electrolysis Flow Cells. The specific requirement of the twelve (12) Ammonia electrolysis flow cells are as follows: a. 300 cm 2 electrodes compatible with existing GreenBox unit b. Operating cell voltage maximum 0.95 V c. Potassium hydroxide electrolyte (1M) Additional Information regarding the GreenBox unit: The existing equipment is a GreenBox 30W ammonia electrolyzer made by E3 Clean Technologies (now defunct). The IP has returned to Ohio University under Dr. Botte. The unit was purchased the unit in 2012. The GreenBox converts ammonia into nitrogen and hydrogen gases by applying a voltage across the cells. The cells contain the active catalyst and a water permeable membrane required for the process. They are connected to the instrument in a rack that holds 6 cells. Electrical connections via attached metal screws are made to the power supply. Fluid flow through the cells comes from a set of two pumps connected to manifolds feeding the electrolysis cells. Delivery to ERDC-CERL is required no later than 6 months from date of award. ERDC-CERL intends to award a purchase order on a sole source basis to Ohio University in accordance with FAR 13.106-1(b)(1). Market research indicates that Ohio University is the only source for this requirement because they hold the patent on the ammonia electrolysis technology and are the only manufactures of the cells required. The associated North American Industry Classification System (NAICS) code is 334516 which has a size standard of 500 employees. This is not a small business set aside. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will be in any way alter the Government’s acquisition strategy. Please provide responses to this notice no later than 11 May 2017, at 12:00 pm, Central Time, to: Angela.D.Holcomb@usace.army.mil CERL-CT_QUOTES@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
