MARKET SURVEY CAPABILITY ASSESSMENT FOR THE OFFICE OF SECURITY AND HAZARDOUS MATERIALS SAFETY (ASH) AVIATION INSURANCE CLAIMS (AIC) PROGRAM This edit is reference to Market Survey # 27146. Responses to this market survey are to be received by May 10, 2017 not April 29, 2017 an initially posted. This is a market survey for ASH Program Support Services. This is not a Screening Information (SIR) Request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The purpose of this market survey is to solicit statements of capabilities from experienced aviation insurance claims settlement professionals and insurance advisors capable of providing services described in the Statement of Work. At this time the nature of the competition has not been determined. The FAA may decide to do an open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. This market survey is being conducted to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The make the above determination, the FAA requests a statement from interested vendors demonstrating their capability to: (1) lead and coordinate a complex response to a catastrophic aircraft accident and settle claims, to include assisting air carriers with providing medical care to injured passengers and providing environmental engineering and restoration, aircraft accident investigation and loss adjusting, property damage assessment, aircraft salvage and wreckage preservation, funeral and remains coordination, security and legal services; (2) respond to an aircraft accident domestically and/or anywhere in the world within 24 hours, including the capability to respond to multiple aircraft accidents at one-time; and (3) advance fund (pending reimbursement) at least $100M in costs associated with the handling of a catastrophic aircraft accident. Respondents must provide their strategy for accomplishing this work, including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses. Attached is a draft of the statement of work. Respondents are encouraged to review the statement of work and provide comments. All responses to this market survey must be less than 10 pages and received by May 10, 2017.
