Description
Synopsis: Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only.   The Department of Veterans Affairs, James J. Peter VA Medical Center, Network Contracting Office (NCO) 2 is conducting a market survey for qualified firms capable of Upgrading and installing Closed Circuit Television at the Northport VA Medical Center. The contractor shall be responsible for expanding full video surveillance throughout the Community Living Centers (CLC), third and fourth floors of Building 8 and by expanding full video surveillance throughout the exterior of the facility.   It is estimated that approximately seventy four (74) cameras will be required. Approximately twenty (20) cameras shall be installed and properly monitor throughout the entire third and fourth floors of the CLC located in Building 8. There should be ten (10) cameras installed on each floor. The cameras shall cover all hallways/corridors, nursing station, dayroom and a kitchen. The entire third and fourth floors must be visible on the cameras. Approximately fifty four (54) cameras shall be installed and properly monitor throughout the exterior facility. Of the 54 cameras, forty (40) should be pan, tilt and zoom (PTZ) and fourteen (14) stationary. The cameras should provide sufficient video coverage of the medical center parking lots, roadways, and building grounds. Ideally, cameras are to be mounted directly on facility buildings. The building numbers are but not limited to #2, #5, #6, #7, #8, #9, #10, #11, #12, #61, #62, #63, #64, #65, and #200. All seventy four (74) cameras must be network cameras that will communicate via IP back to the Telecom closet located in building 200. The exterior facility cameras must be weatherproof and capable of providing quality imaging under extreme weather conditions.   All seventy four (74) cameras are to be integrated into the existing American Dynamics Video Edge Victor VMS platform. All switches and associated network components are to be consistent and approved by the VA IT department.   There is currently a switch (Cisco) that would need to be expanded in order to port the additional cameras.   The contractor shall provide all necessary labor, equipment, tools, material and parts.   The North American Industry Classification Systems (NAICS) is  561621 (Security System Services) and the standard size is $20.5 million.   The Product Service Code (PSC) is N063 (Installation of Equipment Alarm, Signal, and Security Detection Systems).   All responses to this notice must be submitting in writing (email: charnell.cunningham@va.gov) and must be received not later than May 3, 2017 at 10:00AM EST.   Interested parties shall provide company/individual name, a capability statement, examples of same or similar work performed at other facilities, DUNS number and address, point of contact and social-economic. Interested parties who do not submit the above information on or before the response due date and time may not be considered for this procurement. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business), relative to NAICS 561621. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced separately and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
