- Request for Information Education Innovation and Support Provider Synopsis: The United States Department of Labor, Employment and Training Administration is conducting market research for an upcoming procurement requirement. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to provide DOL, Office of Job Corps (OJC), with services to establish an education innovation and research program designed to generate and validate solutions to persistent educational challenges and to support the expansion of effective solutions designed to ensure that low-income, disadvantaged youth are college and career ready. The North American Industry Classification System (NAICS) code for this request is 541611, with a size standard of $6.5M. Eligible contractors are companies and/or educational organizations, for profit or non-profit, with demonstrated experience in delivering the services described in this document. Background: Job Corps is a national residential training and employment program for "at promise" youth ages 16 through 24. The program is administered by the Department of Labor. The Job Corps education and training program operates in 125 centers in the 50 states and in Puerto Rico and serves approximately 35,000 youth annually. Approximately 75% of youth enter Job Corps without a high school diploma. Job Corps' primary mission is to provide eligible youth with the tools necessary to connect to the labor force by providing them with intensive social, academic, career and technical education, and service-learning opportunities. In recent years, Job Corps has been establishing a national standards-based education and training system. Based on extensive research evidence-based practices, and consultations with industry and educational experts, Job Corps has determined that building and implementing a standards-based system is essential to successfully transforming the program to meet the needs of today's youth. In brief, a standards-based system consists of: • Standards-statements of what students need to know and be able to do: o Industry/technical standards o Academic standards o Social standards • Standards-based curricula • Standards-based learning assessments • Standards-based instructional practices, including evidence-based teaching and learning strategies. Job Corps needs a flexible support provider who can adapt to the programmatic direction already set in policy and codified in documents such as curriculum frameworks. Provider's staff must be credentialed in the core content areas, be able to apply the theoretical frameworks Job Corps has already adopted, support the implementation of existing curriculum, and possess superior analytical and writing skills. The accomplishment of innovative standards-based education and training systems on a nationwide basis will require a provider with a minimum of ten years demonstrated experience in: • Implementing curriculum and assessments based on rigorous academic standards such as the Common Core State Standards and Next Generation Science Standards in large-scale public school settings. • Providing academic program implementation support. • Conducting meaningful, ongoing work with community colleges. • Assisting in the monitoring and field testing of pilot programs. • Evaluating and recommending diagnostic academic tests and tests used for Common Measures Reporting. • Developing instructional and curricular resources. • Developing and delivering face-to-face and online professional development to education and training providers. • Working with Learning Management systems. The provider will also need demonstrated experience or the ability to partner with individuals and/or organizations that have demonstrated experience in: • Developing and updating Job Corps': o Academic and applied standards database; and o Industry Foundation Courses and related assessments and instructional and curricular resources. • Providing informed input on Job Corps' academic policy and program guidance. • Negotiating articulation and dual-credit agreements between secondary and post-secondary providers. • Creating, developing, implementing, replicating and taking to scale entrepreneurial, evidence-based, innovations to improve student achievement and attainment for all students, including high-need students and rigorously evaluating such innovations. • Developing an academic advising system and/or providing services. • Developing a career exploration system and/or providing services. In addition to statements of demonstrated experience, Job Corps is also interested in responses from interested parties to the following questions: • Is the organization included in General Services Administration (GSA) schedule(s)? If so, please list all schedules that might be pertinent to the work described in this RFI. • Does the organization have existing relationships with U.S. Department of Education-funded Regional Educational Laboratories? If so, please briefly describe those activities relevant to the work described in this RFI and provide links to where the products are in use. • Does the organization have existing relationships with postsecondary education providers, particularly associations that help to ensure college entry for underserved learners? If so, briefly describe those activities and provide links to the programming. • Does the organization have experience in providing educational services to a national system the size and scope of Job Corps? • Does the organization have a comprehensive capability statement? All interested parties are invited to submit in writing, by the closing date indicated below for receipt of responses, a package entitled "Statement of Qualifications/Capabilities Statement (which must include the contractor's indication of their ability to fulfill requirements). The response must be specific to each of the capability requirements listed above and include answers to each question as well as a description of the responder's organizational structure. The submittals shall not exceed 10 pages, TOTAL. The capabilities statement package must be transmitted under a cover letter and must cite the following information at a minimum: 1.
