- This is a PRESCOLICITATION NOTICE only. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS OR PRICING AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The solicitation will be posted on the Federal Business Opportunities (FBO) website on approximately June 27, 2016. Applicable NAICS code is 811310. Point of Contact: Pamela Phillips, Contract Specialist; Pamela.phillips@va.gov The Department of Veterans Affairs Veterans, VA Midwest Healthcare Network, Veterans Integrated Service Network (VISN) 23 has a requirement for qualified firms capable of providing Generator Testing services per the following statement of work: TRI ANNUAL GENERATOR LOAD BANKING AND MAINTENANCE SOW Successful bidder to provide all of the labor, tools, parts, and equipment to provide complete service maintenance and load banking on eight (8) generators at the St Cloud VA Healthcare System, 4801 Veterans Drive, St Cloud MN. All maintenance and testing shall be in accordance with the requirements of NFPA 110 and The Joint Commission Standard EC.02.05.07. Work must be performed by certified Caterpillar trained technicians. Warranty repairs will only be approved if performed by a certified Caterpillar trained technician. The following work shall be conducted each year on each individual generator unless noted: Maintenance schedule: Level 2: Comprehensive 67-point inspection of engine and generator, plus replacement of engine oil, fuel and oil filters Level 3: Cooling System Maintenance and Fluid Replacement (includes belt replacement) Level 5: Load Bank Testing (1.5 Hrs) Level 5*: Load Bank Testing (4 Hrs) Base year: Complete levels 2, 3, 5 Option year 1: Complete levels 2, 5 Option year 2: Complete levels 2, 5* The following work shall be conducted each year on each individual generator unless noted: LUBRICATING SYSTEM: Change lubricating oil. Check for oil leaks. Change oil filter/filters. Lubricate all moving parts (i.e. generator, cranking motor, fan hub). FUEL SUSTEM: Change all fuel filters. Drain water/sediment from bowl. Check hydraulic governor oil level; change if necessary. Clean full pump screen. Adjust injectors and valves and clean inlet screens, if necessary. COOLING SYSTEM: Check for leaks. Report to owner any damaged worn parts. Check and adjust belt tension for water pump/ fan. Report to owner belts in need of replacement on years where a belt change is not required. Next scheduled change is in 2015. Change coolant filters. Check radiator condition. Check radiator cap for proper operation and report to owner if failure during testing. AIR SYSTEM: Service air cleaner. Check air and vent tube connections. Check and service crank case breather: replace or clean element. Replace dry type element. Must be UL900, Class 1 type filters. Check operation of louvers. OTHER: Complete a general inspection of generator set and controls. Verify proper operation of transfer switch. Inspect engine for external worn parts. Check for proper operation of engine heaters. Adjust engine speed to optimal setting. Check engine exhaust system for leakage. Record exhaust temperature to comply with manufacturers recommended level. Check turbo charger rotor for wear and seal leakage. Run engines and check for proper lube oil pressure, fuel oil pressure, water and oil temperatures, and color and density of exhaust gases. Report to owner failed gauges or sending units. Check for proper governor operation. Check batteries and add distilled water as needed. Verify proper operation of battery charger. Report to owner any batteries in need of replacement. Verify proper operation of main circuit breaker on generator and docking stations. NOTE: Parts and materials to be furnished at no additional charge under the maintenance agreement Lube oil for oil change All lube oil filter elements All fuel filter elements All air filter elements All coolant and cooling filter elements Disposal of all waste oil, coolant, and filters from the maintenance. Load banking: For base year and option year one, load bank all standby generators at not less than 50% of the nameplate kW rating for thirty minutes (.5 hour), followed by not less than 75% of the nameplate kW rating for sixty minutes (1 hour) for a total one and one half (1.5) continuous hours per generator. Option year two, load bank all standby generators at 30% of the nameplate rating for 90 minutes (1.5 hours), followed by at 50% of the nameplate rating for 90 minutes (1.5 hours), followed by 75% of the nameplate rating for 60 minutes (1 hour) for a total of four (4) continuous hours per generator. The successful vendor will have the training, certification and technology necessary to conduct this testing without jeopardizing generator manufacturer warranties. All work must be completed in the month of May 2017. Service and load banking to be coordinated with Arnie Tenney, Electrician Leader at 320-255-6451. Vendor to provide complete generator testing reports showing the load and time requirements have been met and also complete maintenance reports for all Eleven (11) generators.
