- Exhibit D - A004 (eCRAFT) Amendment 1 Amendment 1 to solicitation N00174-17-R-0018 is to change Block 10 from a 100% Small Business set-aside to Unrestricted. Upon further review of market research, it was determined that two or more small businesses could not perform this requirement. The Small Business requirement was also removed from Sections L and M. Electronic Cost Reporting and Financial Tracking (eCRAFT) language was also added to Section C and a corresponding CDRL was added to Section J.
