- This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Materiel Agency (USAMMA) to purchase medical equipment parts on a brand name only basis, as prescribed in FAR 13.106-1(b)(1)(i). Specifically, the Government will purchase the following items manufactured by Zoll Medical Corporation either directly from the manufacturer or one of its authorized distributors/resellers: Part Number Description 1001-0101 ASSEMBLY PRINT HEAD 1S; Qty: 4 1001-0241-30 BOARD SYSTEM 1S; Qty: 5 540-0051-00 TUBE SUCTION SURGICAL; Qty: 12 334-0030-00 HOLDER BOTTLE 1S; Qty: 1 540-0055-00 PART REPLACEMENT ASPIRATOR OR PUMP SUCTI; Qty: 2 540-0068-00 TUBING 8IN MOD 306M 1S; Qty: 1 702-0754-05 MOTORDRIVE US 1S; ; Qty: 3 702-0754-26 BOARD SWITCH 1S; Qty: 4 418-0754-11 DOOR BATTERY 1S; Qty: 1 480-0253-00 ELBOW NYLON 1S; Qty: 5 703-0326-07 ASSEMBLY CANISTER 1S; Qty: 1 703-0754-04 MANFOLD EXHAUST ASSY; Qty: 3 703-0326-05 ASSEMBLY PUMP 326M 1S; Qty: 3 450-0008-00 BUMPER RUBBER FOOT 1S; Qty: 4 704-0754-04 COMPRESSOR AIR INLE 1; Qty: 5 710-0754-01 ASSEMBLY CASE LOWER 1S; Qty: 10 These items are needed at a USAMMA depot at Tracy, CA which repairs and replaces Medical equipment used by deployed forces in theater. Medical equipment repair parts are available only from the manufacturer of the equipment or from a firm that has been licensed by the manufacturer to produce authorized parts. This conclusion is based on Army Regulations and market research. Army Regulation (AR) 40-61, Medical Logistics Policies, prohibits modifications or alterations of Army medical equipment without the manufacturer's consent. Section 6-17 provides that even "minor alterations without the manufacturer's consent may negate any further manufacturer product liability." AR 40-61 lists four circumstances under which Army medical maintenance personnel may modify medical equipment: modification work order, quality assurance alteration, minor alteration, and component modernization. All require manufacturer involvement or consent. The North American Industry Classification System (NAICS) for this requirement is 339112 and the size standard is 1,000 employees. This announcement fulfills the synopsis requirements under FAR 5.201(a) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the solicitation will be issued as brand name only. All questions and responses concerning this notice shall be emailed to Ms. Lisa Zarick at lisa.m.zarick.civ@mail.mil. Interested concerns must identify their capability in writing to the above e-mail address or by mail to the address listed below no later than 4:00 pm ET, Tuesday, 9 May 2017. No telephone calls will be accepted.
