Description
DESCRIPTION: This project consists of the renovation of approximately 250,000 gross square feet (GSF) of former patient care and laboratory areas on floors B2 through 13 of Building 10 at the National Institutes of Health (NIH) Bethesda, Maryland campus into highly specialized laboratories, laboratory support spaces, laboratory offices and teaching facilities. Most notably, the renovation also includes relocation of the Clinical Center's Division of Transfusion Medicine (DTM) as well as construction of a new Current Good Manufacturing Practice (cGMP) laboratory in full compliance with the Food and Drug Administration (FDA) guidelines and requirements for operational certification. Also inclusive in the E-Wing renovation are new mechanical, electrical and plumbing (MEP) systems, new supply/exhaust fans and mechanical equipment rooms on the B3, B2, 4th, 9th, 13th, and 14th Floors (including mezzanine and rooftop penthouse areas), new vertical building and laboratory service distribution risers, new fire protection and addressable fire alarm systems, and fully automated building controls and specialized laboratory equipment controls and monitoring systems. In all, the project shall provide any building infrastructure systems required to support the full operation and function of the new use and design, including installation and operation of new emergency generators and generator housing to be located in Multi-Level Parking Garage #9 (MLP-9). The mechanical, electrical, plumbing and communication systems shall be coordinated for direct ties to the existing available campus utilities. The E-Wing implementation plan is to renovate the E-Wing as a single-phase project. The E-Wing renovation work will commence with full interior demolition of existing, nonstructural walls, finishes, and utilities. Mass demolition shall be followed by the renovation consisting of: mechanical support and vivarium spaces on the B2 Level; teaching laboratories and administrative support offices on the B1 Level; DTM Blood Services and Administrative offices on Floor 1; Laboratory Services, Transfusion Transmitted Virus Lab on Floors 2 and 3; full interior and building systems for new laboratory facilities on Floors 4 through 11; and the cGMP suite housing DTM Cell Processing Laboratories on Floor 12. The new construction shall include repairs to exterior brickwork and replacement of existing exterior windows in compliance with NIH Architectural Design Review Board's guidelines. The E-Wing must architecturally complement the exterior materials types, color and textures used on the F-Wing project, which completed in 2016, is the west portion of the Central Wing of Building 10 while E-Wing is the east portion of the Central Wing of Building 10. CONSTRUCTION MAGNITUDE: In accordance with Federal Acquisition Regulation (FAR) Subpart 36.204 - Disclosure of the Magnitude of Construction Projects, the estimated price of construction for this project is more than $10,000,000. SELECTION PROCESS: IT IS THE INTENT OF THE GOVERNMENT TO USE COMPETITIVE PROCEDURES AS SET FORTH IN FAR SUBPART 14.5 - TWO-STEP SEALED BIDDING. Two-Step Sealed Bidding is a combination of competitive procedures designed to obtain the benefits of sealed bidding when adequate specifications are not available. Step One consists of the issuance/posting of a Request for Technical Proposals (RFTP) by the Government. Once received, Step One Technical Proposal submissions will be evaluated and, if necessary, discussed with the objective of determining the acceptability of the services offered by the Offerors. NO PRICING IS INVOLVED OR SUBMITTED IN STEP ONE. However, Step One will include a designated period for Offerors to submit Requests for Information (RFIs) relating to the requirements of the Step One Request for Technical Proposal. Additionally, in Step One only, the Government reserves the right to enter into discussions should it be deemed in the Government's best interest. Step Two consists of the submission of sealed priced bids. Sealed priced bid submissions will be accepted from only those Offerors whose Step 1 Technical Proposal submissions were deemed acceptable. It is the intent of the Government to identify a start and end date for submission of Requests for Information (RFIs) for relating to the requirements of the Step Two Invitation for Bids (IFB) and design specifications to be issued in Step Two. Step Two submissions will be evaluated and an award will be made in accordance with FAR Subpart 14.3 - Submission of Bids and FAR Subpart 14.4 - Opening of Bids and Award of Contract. Offerors shall be advised that no discussions of bid submissions will be held by the Government during Step Two. DISCUSSIONS: The Government will reserve the right to initiate discussions and establish a fixed time period for conducting discussions, if needed, during Step One only. Discussions during Step One will allow the Contracting Officer to request additional clarifying or supplementing information from Offerors whose Step One Technical Proposal submission may be made acceptable through/with clarifying or supplementing information. Discussions will NOT be initiated in Step Two. Bids submitted for Step Two in response to the Step Two Invitation for Bid (IFB) will be evaluated without discussions. NAICS CODE: The North American Industrial Classification System (NAICS) Code applicable to this project is 236220 - Commercial and Institutional Building Construction. The applicable size standard to NAICS Code 236220 is $36.5 million. TYPE OF SET-ASIDE: This project is NOT set-aside for any Small Business category. Solicitation for this project will provide for full and open competition through the use of competitive procedures under Federal Acquisition Regulation (FAR) Subpart 14.5 - Two-Step Sealed Bidding. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation for STEP ONE - Request for Technical Proposals on or about MAY 9, 2017. The approximate due date for STEP ONE proposals is JUNE 6, 2017 by 2:00pm EST (Washington, D.C. time). Actual dates and times will be identified in the solicitation. Additional details can be found in the solicitation when it is posted to https://www.fbo.gov/. SOLICITATION WEBSITE: The official solicitation, when posted, will be available free of charge by electronic posting only and will be found at the Federal Business Opportunities (FBO) website, https://www.fbo.gov. Paper copies of the solicitation will NOT be issued. Telephone and facsimile (fax) requests for this solicitation will not be honored. Project files will be Portable Document Format (.pdf) files and will allow for viewing, navigating, downloading and/or printing using Adobe Acrobat Reader. Amendments, if/when issued, will also be posted to https://www.fbo.gov in.pdf. This will be the only method of distributing amendments prior to closing of the solicitation. Therefore, it is the Offeror's responsibility to check the FBO website periodically for any amendments to the solicitation. REGISTRATIONS: Offerors shall have and maintain an active registration in the following database(s): 1. System for Award Management (SAM): Offerors shall have and maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Federal Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have and maintain an active SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award, an Offeror is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. 2. NIH electronic Contractor Proposal Submission (eCPS): Offerors shall have and maintain a NIH External Active Directory Account at https://www.ecps.nih.gov to submit a proposal for this project once the solicitation is posted. Proposals submitted via electronic mail (e-mail), facsimile (fax) or courier, postal or hand delivery directly to the Contracting Officer/Project Point of Contact in response to the solicitation, once posted, will NOT be accepted or considered. NOTE: It is STRONGLY recommended that Offerors apply for a new NIH External Active Directory Account for eCPS access as soon as possible but no later than THREE BUSINESS DAYS prior to the closing date and time of the solicitation. Solicitation closing date and time will be noted in the solicitation once posted. This announcement serves as Advance Notice for this the solicitation of this project. Responses to this pre-solicitation notice are NOT required.
