Description
PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. Description: This is a combined synopsis/solicitation for commercial services and supplies prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This solicitation is being issued as a Request for Quote (RFQ) the number is RFQ-5530. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. This combined synopsis/solicitation for commercial items is in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. This notice will be distributed solely through the General Service Administration's Federal Business Opportunities (FBO) website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code (NAICS) is 238290 and the business size is $15 million. Requirement: The Federal Bureau of Investigation (FBI) requests pricing for the installation of a 4' antenna and 3' standoff (both provided by the FBI) on a tower in Andrews, Texas. The tower is 305' and the antenna installation will be at 282.5'. The vendor shall provide 350' of 7/8" heliax and associated hardware for the safe installation of the antenna and standoff. The heliax shall be grounded (top and bottom) and there shall be a pigtail from the antenna to the heliax. The vendor shall also install an Ice Bridge approximately 30', grounding of the ice bridge and ground plate outside of the building. Submission of Questions: Interested offerors must submit any questions concerning this solicitation, via email only, to the attention of Nancy J. Beck, Contracting Officer, at nancy.beck@ic.fbi.gov, no later than Wednesday, April 26, 2017 at 11:00 am EST. Questions sent via any other means (i.e. telephone) will not receive a response. Submission of Quotes: Quotes and all supporting documentation shall be submitted via email only, to the attention of Nancy J. Beck, Contracting Officer, at nancy.beck@ic.fbi.gov. No later than Wednesday, May 3, 2017 at 11:00 am EST. Quotes sent via any other means (i.e. telephone) will not be considered. Quotes must be valid for 30 calendar days after submission, and shall include the following information: 1. Pricing for the installation and all parts 2. Amount of time estimated for work to be completed 3. Strategy 4. Three references, Name and contact information of company that you have performed similar work for 3. Tax Identification Number 4. DUNS Number 5. GSA schedule if applicable 6. Offeror contact information, e-mail and telephone number. SAM.GOV Requirement: Ensure your firm is registered in the System for Award Management (SAM) to be considered eligible to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization. Evaluation: In accordance with FAR 52.212-2 Evaluation-Commercial Items (OCT 2014) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the lowest priced technically acceptable. The following factors shall be used to evaluate offers: (i) technical capability to meet the Government requirement; (ii) price; (iii) past performance; Technical and past performance, when combined, are equally as important as price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. NOTE THIS MODIFICATION CHANGED THE DUE DATES FOR QUESTIONS AND FOR QUOTE SUBMISSION
