- Description
- This a design/build project. The Government will furnish a set of design intent documents (DID) indicating component sizing, location, arrangement, and performance criteria. Final design shall be completed by an engineer licensed to practice in the state of Arkansas; shop drawings may be used to fulfill the design requirement. The required work includes: 1. Upgrades to the elevator system. 2. Replace HVAC system. 3. Optional Line Items, based on the availability of funds: • East Pod renovations (converting old theatre to multi-purpose assembly hall) • Upstairs staff bathroom & kitchen renovations The selection process will be based on best-value to the Government with contractor qualifications and technical proposal being significantly more important than price. • Qualifications: Experience in design and construction of the systems by key personnel (Electrical, Mechanical, Project Manager, Site Superintendent), Safety record as indicated by the contractor's Experience Modification Rate (EMR), and financial stability. • The technical proposal will detail the contractor's approach to safely implementing the work while minimizing the impact to the facility. The Government anticipates that certain items may require up to 120 days lead time after contract award before they are available on site. All work shall be performed at the Blanchard Springs Caverns Visitor Center on the Ozark-St. Francis National Forest in Fifty-Six, Arkansas. This project is being advertised as a total small business set-aside and as such is open to all qualified small businesses. The North American Industry Classification System (NAICS) code is 236220 and the small business size standard is $36.5 million. The solicitation for this project will be available only through the Federal Business Opportunities website www.fbo.gov. All questions pertaining to this solicitation must be submitted in writing to Jay Tobin at jtobin@fs.fed.us. All Offerors shall be registered at the System for Award Management ( www.sam.gov ). Offerors must respond to all instructions in the solicitation to be considered responsive; Offerors that fail to meet these criteria may not be considered for award. The statement of magnitude for this project is between $1,000,000 and $5,000,000. Payment and performance bonds will be required. A pre-proposal conference is planned for 10:30AM on May 4, 2017 at the Forest Supervisor's Office. POSTPONED The anticipated date for issuance of the solicitation is on or about April 25, 2017. The actual due date will be identified on the solicitation. POSTPONED THIS PROJECT IS CURRENTLY ON HOLD... A REVISED TIMETABLE AND RESCHEDULING OF THE PRE-PROPOSAL CONFERENCE WILL BE POSTED IN APPROXIMATELY THREE WEEKS.
