Description
Environmental Monitoring Services in the Lower Colorado Region- This is a Sources Sought announcement for acquisition planning purposes. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the quantity and availability of contractors who have the technical level of expertise, administrative and management capability to perform the effort described below. The capability statements received will be used to determine The Bureau of Reclamation ¿s overall procurement strategy. The Bureau of Reclamation ¿s Multi Species Conservation Program designs, creates and maintains land-cover on 5,940 acres in the Lower Colorado Region (LCR) to assure habitat for native species. Reclamation ¿s LCR Office presently is considering the benefits of an environmental monitoring network that will collect and monitor four environmental parameters that are key for habitat restoration. Reclamation is seeking sources with expertise in the installation, maintenance and monitoring of instrumentation that collects data on soil moisture, soil salinity, groundwater levels and groundwater salinity. The contractor shall be responsible for downloading, processing and delivering data for all monitoring stations Equipment installation and maintenance will be required at the following LCR MSCP conservation areas: ¿Beal Lake Conservation Area: located near Needles, California ¿Yuma East Wetlands: located near Yuma, Arizona ¿Hunters Hole: located near San Luis, Arizona ¿Palo Verde Ecological Reserve: located near Blythe, California ¿Cibola National Wildlife Refuge Unit #1 Conservation Area: located near Blythe, California ¿Cibola Valley Conservation Area: located near Blythe, California Additional sites located within the LCR MSCP planning area may also need to be monitored. Equipment has previously been installed by Reclamation throughout the LCR area. At the previously installed monitoring stations (20 locations in the Palo Verde Ecological Reserve), the successful contractor shall upgrade the existing data loggers to provide wireless data transmission. Firms believing they can successfully fulfill these requirements must provide supporting evidence to that effect in sufficient detail to demonstrate their abilities. The evidence must include past experience of their personnel and company in performing on projects where work was similar in scope and complexity. Performance is anticipated to begin in October 2017 and services will likely be required to run for 5 years thru 2022. The North American Industry Classification System (NAICS) Code for this acquisition is 541620 Environmental Consulting Services which has a Small Business Size Standard of $15 million. All responsible sources are welcome to submit a capability statement on or before 3:00 P.M. on May 10, 2017. Information submittals will be reviewed and considered by Reclamation to determine the most appropriate acquisition strategy.
