- FY17 P-652, HARDENING OF GUAM POL INFRASTRUCTURE, MAIN BASE, GUAM The project includes constructing new valve vault in a hardened structure and bypass tie-in vaults at Delta/Echo Pier, constructing new contingency pump house in a hardened structure at Tenjo Vista, replacing existing manifold and bury underground, providing connection laterals at Tiyan Junction, and incidental related work. Estimated range is from $10,000,000 to $25,000,000. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 237120 AND AVERAGE ANNUAL RECEIPTS IS $36.5 MILLION OVER THE PAST THREE YEARS. The contract completion period is anticipated to be 485 calendar days. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for technical factors. The technical evaluation factors are anticipated to be as follows: (1) Experience; (2) Past Performance; (3) Safety. The Request for Proposal (RFP) will be available on or about 15 May 2017. Hard copies containing the RFP will not be issued. The RFP, excluding the drawings, will be available through the NECO website https://www.neco.navy.mil. The RFP, including the drawings can be accessed at the following direct link https://www.fbo.gov/fedteds/TDPN6274217R1304 after the RFP is issued. Printed copies of the RFP will not be issued. Contractors must register at the Federal Business Opportunities (FBO) website https://www.fbo.gov to obtain access to the project. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request explicit access to the project. An email will be forwarded once the contracting office has approved or declined the request. Approved contractors may view and/or download the project. Approval will not be granted until receipt of the executed non-disclosure form. Amendments will normally be posted to the web site http://www.neco.navy.mil. If the amendment contains drawings, the amendment, excluding the drawings, will be posted to http://www.neco.navy.mil. If the amendment contains drawings, the drawings can be accessed at the following direct link https://www.fbo.gov/fedteds/TDPN6274217R1304. It is highly recommended that firms register on the NECO and on the FBO website as this will be the only plan holder ™s list available. It is the offerors responsibility to check the NECO and FBO website periodically for any amendments to the solicitation. Offerors are required to be registered in the System for Award Management (SAM) database at https://www.sam.gov. A one-time pre proposal site visit is tentatively scheduled for 13 June 2017 at 9:00 a.m. Ch.S.T. This site visit is to provide Offerors with an opportunity to familiarize themselves with the jobsites and conditions to be encountered and is not for the purposes of answering questions.
