Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. The purpose of this sources sought announcement is for market research purposes to gain knowledge of potential qualified sources and their SBA size classification in relation to NAICS 811310. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall be in writing and include the following: Company name Address Point of contact Phone, fax, and email DUNS number Cage Code Tax ID Number Type of small business, e.g. Services Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), 8(a), HUBZone, Women Owned Small Business (WOSB), Small Disadvantaged Business, or Small Business [NOTE: If you are a SDVOSB or VOSB, you must submit your certification from the Center for Verification and Evaluation (CVE) (https://www.vip.vetbiz.gov/)], Must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below Provide any certifications, licenses and /or other pertinent documents/evidence that is required to perform the requested services. If possible, provide an estimate price for the request service below. Please provide previous or current works that are in similar size, and complexity as the Government requirement. All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) database found at https://www.sam.gov. Registration must include Representations and Certifications. Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Business who respond to a solicitation on this project must be registered and verified with the Vet Biz Registry located at http://vip.vetbiz.gov. After review of the responses to this sources sought synopsis, a solicitation announcement may be published to www.FBO.gov. Responses to this sources sought synopsis are not considered adequate responses to solicitation notice. The Department of Veterans Affairs, Network Contracting Office (NCO) 22, is seeking a source for establishing a contract to provide services in support of the VA Greater Los Angeles Healthcare System (VAGLAHS) Engineering Department to perform all South Coast Air Quality Management District (SCAQMD) permits that require testing and reporting of boiler and quarterly tuning Contractor is responsible for all manpower and materials required. Contractor is responsible for any adjustments necessary to achieve compliance and continuous reliable operation. All boiler tuning is to be performed no less than quarterly to ensure SCAQMD compliance as well as continuous reliable operation. All SCAQMD testing is to be done to operating permit conditions. Contractor must accompany and assist 3rd party SCAQMD tester during all testing. All tuning should be performed prior to testing for each period. If any testing fails to pass SCAQMD permit requirements, any and all additional tuning and/or testing is the responsibility of the contractor at no additional cost to the government. If at any point during the contract any boiler operates out of SCAQMD compliance and/or becomes inoperable due to emissions, contractor must rectify the problem within 24 hours notice from the COR or designee at no additional cost to the government. Hard copies and electronic copies of all tuning and testing are to be provided to the COR within 14 days of testing/tuning WEST LOS ANGELES Tune boilers no less than quarterly to permit conditions on natural gas and fuel oil* from light off to high fire and all points in between *The fuel oil system is anticipated to be replaced with propane back up fuel system at some point during this contract period Perform all SCAQMD operating permit testing requirements which at a minimum will include: Quarterly: Rule 1146 Periodic Source testing on natural gas Rule 218 Calibration Gas Audit on the Continuous Emissions Monitoring System on natural gas Annually: Rule 1146 Ammonia Slip Testing on natural gas Rule 218 Relative Accuracy Test Audit on natural gas BOILERS (3) **Boiler #1 Babcock and Wilcox National Board# 24554 **Boiler #2 Babcock and Wilcox National Board# 24551 **Boiler #4 Babcock and Wilcox National Board# 24552 **The boilers are scheduled to be replaced at some point during this contract period STATIC CATALYST REDUCTION (SCR) SYSTEM (3) Each boiler has an SCR system that is required to be tuned in conjunction with all boiler tuning and SCAQMD testing to ensure SCAQMD compliance. The system utilizes anhydrous ammonia and a COEN combustion control system. Tune boilers no less than quarterly to permit conditions on natural gas and propane from light off to high fire and all points in between Perform all SCAQMD operating permit testing requirements which at a minimum will include: Quarterly: Rule 1146 Periodic Source testing on natural gas BOILERS (3) Boiler #1 Superior Mohawk Serial# 12965 Boiler #2 Superior Mohawk Serial# 12964 Boiler #3 Superior Mohawk Serial# 12963 After reviewing this notice and believe that your firm can provide the requested services, please submit the information as outlined in the first paragraph. Responses to this notice shall be emailed to the attention of Alejandro M. Gonzalez at Alejandro.gonzalez2@va.gov and with the following information in the subject line of the email: VA262 17 N 0824 GLA (Service Boiler Testing/Tuning). Telephone responses will not be accepted. Responses must be received no later than May 1, 2017, 2:30 PM Pacific Daylight Time (PDT ). Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach.
