- Bid Guarantee Combined Synopsis/Solicitation Section J Section J Section J Section J Section J Services for trash removal, composting and recycling are needed for nine (9) Federal Buildings in the Los Angeles, CA area. There are nine buildings within three field offices. West Los Angeles Field Office will be administering services for 11000 Wilshire Blvd., 1260 South Sepulveda Blvd., 15000 Aviation Blvd. and 6230 Van Nuys Blvd. North Los Angeles Field Office will be administering services for 300 North Los Angeles St. and 255 East Temple St. The Spring Street Field Office will be administering services for 312 North Spring St., 1340 West 6th St. and 350 West 1st St. The contractor shall provide all management, supervision, labor, materials, equipment, repairs, parts, tools and supplies including inspection and maintenance of all operational equipment necessary to provide trash removal services. The contractor shall plan, schedule, coordinate and ensure effective and economical completion of all work and services specified in this contract. The Contractor will furnish all supplies, materials, equipment, and employee training necessary for the performance of the work of this contract unless otherwise specified in the Statement of Work. Tasks to be performed include: 1. Maintain all spaces used in the performance of waste removal services in a clean and orderly manner. Clean up all debris and leave the area in a presentable condition. Remove all hydraulic fluid and oil spillage caused by collection vehicles at the loading dock. 2. Develop and implement operational guidelines covering all aspects of the waste removal service. 3. Maintenance includes, but is not limited to, greasing, oiling, cleaning, adjusting, replacing belts and replacing of other expendable items, it also includes scheduled work on all contractor equipment or systems required to provide continuing operation to preclude unnecessary breakdowns and to provide continuous service. 4. Provide solid waste and/or removal services as outlined in the Statement of Work. Material to be removed includes (but is not limited to) trash, food waste, dry and wet garbage, rubbish, loose debris, construction waste, plaster, lunch containers, wrappings, scraps of wood and metal which will be contained within containers. 5. Furnish all necessary labor, equipment, staff training and supervision to provide composting services as described in the Statement of Work. 6. Prepare and implement a complete Quality Control Plan (QCP). 7. Within ninety (90) days contractor shall conduct an audit of the buildings' solid waste stream and provide the Government with a quarterly waste hauling/composting/recycling report.
