Description
AMENDMENT 000001 is issued to provide the following questions and answers: 1) What is the roof warranty term you will be asking for? 10 Year Minimum Warranty 2) Has any consideration been given to any areas of deficient roofing that may need to be removed, which is typically discovered during the power washing/cleaning stage of work? Per the SOW, ¿The Contractor shall remove all deteriorated, blistered, or delaminated foam insulation and fill in any low spots occurring as a result of removal work to create a smooth, even surface for application of new roof coating. ¿ 3) Can this be pre-determined by an infra-red survey? If so, who is required to do this I/R? No thermographic survey has been conducted. There is no evidence of water permeating the existing roof. A thermographic survey is not required. 4) Would you be open and amenable to a per square foot price for removal and replacement of wet/deficient roofing, prior to coating application? A per square foot pricing for deficient areas discovered on the roof is acceptable. 5) I do not see a spec sheet listing approved manufacturers of elastomeric roof coatings in the request for quotation. Normally on government projects they have a list of approved manufacturer's with specifications. Do you have an approved list of manufacturers or is it just any acrylic elastomeric coating? I ask because the quality varies depending on manufacturer and that has a direct relationship on price of the product. Approved suggested manufactures are: GAF, The Garland Company, KM Coatings, Lexis Coatings and Conklin Roofing System. 6) Is there a wind warranty addendum? If yes, what is the maximum mph of wind requested? Wind warranty is 100 mph minimum. 7) I do not see anywhere in the solicitation where a bid bond is being requested or required. Is this the case? Bid bond is not required. 8) I also did not see any performance and payment bond requirements. Will these be required? FAR Clause 52.228-15 Performance and Payment Bonds ¿ Construction has been added to the solicitation. 9) I do not see a specific coating system requirement. We have installed high solids, low VOC silicone coatings on numerous government facilities. Will this product be acceptable? Coating minimum specifications are: a) Tensile Strength ASTM D 412, 2,000 psi minimum b) Tear Resistance: ASTM D 624, 160 lb/in minimum c) Elongation: ASTM D 412, 320% minimum d) Density @ 77 Degrees F: ASTM D 2939, 9 lb minimum e) Dried thickness: 20 mils minimum f) Reflectivity: 85% minimum g) Warranty: 10 year minimum Wind Warranty: 100 mph minimum The U.S. Geological Survey has a requirement for commercial items prepared in accordance with the Simplified Acquisition Procedures authorized in FAR Part 13 and is requesting quotes for the procurement of services to install a new roof coating on building A3 located in Columbia, MO. This solicitation is being issued as a Total Small Business Set-Aside. The solicitation is issued as a request for quote (RFQ). Submit written quotes and required documents on RFQ Number G17PS00406 to Beth Wilson at bwilson@usgs.gov. The solicitation document and incorporated provisions and clauses are in effect through the Federal Acquisition Regulations and are attached. This small business set-aside has the associated NAICS code 238160, Roofing Contractors. The Size Standard is $15.0 millions of dollars. All firms or individuals responding must be registered with the System of Award Management (SAM) www.sam.gov. This requirement is FOB Destination pricing to Columbia, MO 65201.
