- This is a notice of the Social Security Administration's (SSA's) intent to award to the National Association of Public Health Statistics and Information Systems (NAPHSIS) on a sole source basis for access to their Electronic Verification of Vital Events (EVVE) online system. NAPHSIS is uniquely qualified because of its unique relationship with the state vital records offices. It is a distinctive non-profit organization with membership consisting of registrars and directors of vital statistics from 57 vital records offices in the United States and its territories. No other organization or agency has the ability to provide us with a verification application. The authority for this acquisition is set forth in 41 U.S.C. § 1901(a), as implemented by the Federal Acquisition Regulation (FAR) 13.5 -"Simplified Procedures for Certain Commercial Items." Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. This is not a request for quotation, and the Government does not intend to pay for information received. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
