- The purpose of this amendment is to add the following questions and answers: 1. Question: Whether companies from Outside USA can apply for this? (Like, from India or Canada) Answer: This notice is intended to award BPAs to small businesses. Generally foreign companies cannot be considered for award of small business set asides. 2. Whether we need to come over there for meetings? Answer: This notice is looking for vendors capable of providing Factsage commercial combustion modeling software licenses, no meetings are required. 3. Can we perform the tasks (related to RFP) outside USA? (Like, from India or Canada) Answer: No tasks are expected for services. The intent of the contemplated Blanket Purchase Agreement is to set up terms and conditions in advance of possible individual orders to provide Factsage commercial combustion modeling software licenses. 4. Can we submit the proposals via email? Answer: The Government is not requesting proposals at this time. The Government is requesting vendors demonstrate their capabilities in providing the software requested in the notice. Capabilities statements, brochures any other documentation on capabilities should be submitted via email.
