Description
FD20201750537 Multi-Source Correlator Tracker (MSCT) Software for AN/TYQ-23A OM Module, Synopsis of Proposed Contract Actions. Note: this requirement was previously awarded under contract number FA8730-16-F-0001 to Solipsys (Raytheon) Inc. as a GSA Schedule order, Fair Opportunity under multiple award given, only one source. Air Force Life Cycle Management Center (AFLCMC) Hill Air Force Base, Utah (PZZKA), intends to negotiate with Solipsys Corp of Fulton, MD, on a sole source basis under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1(d)(2) and 5.201, only one responsible source and no other supplies or services will satisfy agency requirements, to acquire support services which are incidental to the delivery of the MSCT Software. This includes work under three (3) priced line items, e.g., program management (FFP), test and integration support on an on-call, as needed basis (help desk, FFP) and travel (cost reimbursed) related to system acceptance testing at sites designated for operational use for software related issues. Specific to the contract referenced above, this will re-vitalize options for the second year of support for these activities as described in the contract Statement of Work (SOW) that were allowed to expire as a result of extensions to the fielding plan for production OM Module systems being acquired under a separate contract number FA8730-16-C-0007. Contract FA8730-16-F-0001 with Solipsys is on-going effort, originally awarded 23 Dec 2015 that will expire 31 Dec 2020. The software contract with Solipsys must coincide with the fielding plan for delivery of end item systems under the separate contract with Pelatron, where sixteen (16) systems are being delivered at various dates over the next several years. These 2nd Year services support option line items were allowed to lapse as the fielding plan for the end item systems slipped and due to non-availability of needed funding. Interested parties that believe they could satisfy the stated service requirements may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. Any questions regarding this notice must be submitted in writing via email to lance.hardman@us.af.mil. All responses to this notice of intent must be submitted so that they are received no later than response due date and time.
