- Notice to EPA Contractors: This posting provides preliminary notice to EPA's contractors that the Agency may be subject to a funding hiatus and thus a potential shutdown of Agency operations effective May 1, 2017. In the event of an actual shutdown, your EPA Contracting Officer (CO) will notify you in writing regarding the impact on your contract with the Agency. In the event of a shutdown, EPA's Contingency Plan (https://www.epa.gov/sites/production/files/2017-04/documents/epa_contingency_plan_for_shutdown_april_24_2017.pdf) provides general guidelines for the orderly handling of Agency operations. The plan specifies that EPA will only continue those activities that are determined to be excepted. Excepted activities are those efforts necessary to ensure against an imminent threat to human life or the protection of property. In addition, the Agency has determined that performance under EPA contracts that are performed off-site, are fully funded, and that do not require interaction with a government official (e.g., inspection and acceptance, technical direction) may continue until such time as funding is exhausted or interaction with a government official is necessary. EPA will issue Stop Work Orders for contracts, or portions thereof, that are not necessary to support excepted activities or that are not fully funded and that are expected to require government interaction during a shutdown of Agency operations. Consistent with EPA's Contingency Plan, the Agency is currently conducting a detailed analysis to determine the impact of a funding hiatus on current and pending contract actions. The cognizant EPA Contracting Officer will provide specific notice to current contractors, as well as offerors and potential offerors on solicited contract actions that have not yet been awarded, regarding the status of such contracts and actions. Thank you for your continued partnership with the EPA, and for your cooperation as we work together to manage the potential impacts that may result from a funding hiatus.
